The deceased was identified as Manju Chakma, 47, son of late Monilal Chakma of Duluchari village of the upazila.
Uttam Chandra Dev, officer-in-charge of Dighinala Police Station, said Manju Chakma was at a tea-stall engaged in adda (free form conversation as pastime) with some friends, when unexpectedly the killers appeared and opened fire aiming at Manju alone around 6:30 pm, leaving him dead on the spot.
According to the OC, locals alleged the hit was carried out on behalf of the United Peoples Democratic Front, or UPDF, the OC added.
UPDF and the PCJSS Reformists have been embroiled in opposing sides of an apparent turf war throughout 2018, also involving a breakaway faction of the UPDF, who are suspected of siding with the JSS Reformists.
Till August 19, there had been at least 31 political murders in the Hills stretching back to last December.
