The HC bench of Justice Moyeenul Islam Chowdhury and Justice Khandaker Diliruzzaman came up with the rule following a petition filed by a journalist.
It also wanted to know as to why three recommendations of the Cabinet Committee on the 9th wage board should not be declared illegal.
According to the recommendations, media people will pay their income tax, they will get one-month gratuity and the 9th wage board award will be implemented gradually.
Information and labour secretaries were made respondents to the rule which is returnable in four weeks.
Hasan Ferdous, general secretary of Chattogram Union of Journalists, filed the petition challenging the legality of the recommendations of the Cabinet Committee.
Advocate Tirtha Salil Paul stood for the petitioner.
