85 election officials won’t get back job: Appellate Division
The Appellate Division has scrapped a decade-old judgment pronounced by the Administrative Appellate Tribunal, due to which 85 upazila election officials who were recruited during the BNP-Jamaat alliance government won’t be getting their jobs back.
A six-member bench headed by Chief Justice Hasan Foez Siddiqui pronounced the judgment on Thursday, accepting the state’s appeal against the tribunal’s decision.
During the hearing, Attorney General AM Amin Uddin and Additional Attorney Generals Sheikh Mohammad Morshed and Mohammad Mehedi Hasan stood for the state, while lawyers AF Hasan Arif, Prabir Niyogi, Salah Uddin Dolon and Kamrul Haque Siddiqui represented the plaintiffs.
According to the court, the BNP-Jamaat government appointed a total of 327 upazila election officials through the Public Service Commission (PSC) on September 3, 2005. The recruitment stirred widespread controversy which led to an evaluation of the officials by the caretaker government in 2007.
The evaluation resulted in dismissal of 85 election officials.

The sacked officials filed a case against the government decision with the Administrative Appellate Tribunal and got rejected. However, on April 12, 2010, the tribunal accepted an appeal filed by the ex-election officials and pronounced a judgment in favor of their reinstatement.
The prosecution filed a total of four leave to appeal after the tribunal’s judgment, based on which a chamber court of the Appellate Division stayed the effectiveness of the tribunal’s judgment and sent the case to a full bench of the Appellate Division on April 29, 2010.
In 2011, the prosecution filed another appeal, which started the hearing process that was concluded on August 28, 2022.

BGL reports 'significant engagement with job seekers' tapping into imo Channel
BGL Overseas, a recruiting agency based in Dhaka, has reported a "big growth in its engagement with the job seekers" after joining "Channel," a free broadcast platform for service and information introduced by popular instant messaging app imo.
The agency is involved in the recruitment and supply of workers from Bangladesh to different companies based in the Middle East and Asia.
Abdullah Al Mamun, marketing manager of BGL, decided to connect with imo Channel to help the agency perform better.
BGL joined Channel this May to try it and tap into more potential candidates. After the agency was officially verified by the imo team, its account got customised menus, enabling potential clients to contact it conveniently. More importantly, BGL services got a huge traffic boost from imo.
Within only two months, the number of closed deals of Mamun increased by around 50 percent as there was a huge boost in the number of BGL's followers, which reached nearly 13,000.

On average, the number of migrant workers who reach out to BGL through Channel every day is around 50, much more efficient than other digital platforms, according to a media statement.

Nearly three quarters of young people aged 15 to 24 in 92 countries with available data are off-track to acquire the skills needed for employment, according to a new report published by the Education Commission and UNICEF on Thursday ahead of World Youth Skills Day.

The data highlight low levels of skills among children and young people across all age groups, with young people in low-income countries the least likely to have the skills required to thrive, particularly in future employment opportunities, decent work, and entrepreneurship.

“An inspired, skilled generation of children and young people is critical for prosperity, progression, and the success of societies and economies. “Investment in cost-effective, proven solutions to fast-track learning and skills development for today’s generation and future generations is urgently needed to address this crisis.”

Deep disparities across countries and among those from the poorest communities are increasing inequalities.
In at least 1 in 3 low-income countries with available data, more than 85 percent of young people are off-track in the secondary-level, digital, and job-specific skills attainment, the report notes.
"To give young people the best chance to succeed and recover learning losses due to the pandemic, we need to support them holistically. But we can't recover what we don't measure. We need to know where children and youth are in building the range of skills they need and monitor their progress," said Education Commission Executive Director Liesbet Steer.

"That's why the Education Commission, UNICEF, and partners have been working to address critical data gaps, including the launch of the World Skills Clock to help track progress on and raise awareness around youth skills attainment around the world so we can target urgent action to prepare this generation to thrive in the future."
Data from 77 countries show that less than three-quarters of children aged between 3 and 5 years old are developmentally on track in at least three out of the four domains of literacy-numeracy, physical, social-emotional, and learning.
At approximately 10 years old, the majority of children in low- and middle-income countries are unable to read and understand a simple text.

These foundational skills are the building blocks for further learning and skills development, the report notes.

These skills are also critical for the development of societies and economies.
UNICEF and the Education Commission are urging governments to reach every child with quality education and break down the barriers that put them at risk of dropping out; assess children’s learning levels and provide tailored catch-up classes to bring them up to speed; prioritize foundational skills to build a strong base for lifelong learning; and support psychosocial health and well-being by providing holistic support.

Sub-Inspector Recruitment: The month-long examination of intelligence and verbal begins on 9th May
The intelligence and oral test of 2,550 candidates who have passed the computer skills test including written and psychology test for the post of Cadet Sub-Inspector (unarmed) of 2021 will be held at Dhaka Police Headquarters from May 9. The test will run until June 9.
Police AIG (Media and PR) said. This information was given in a press release signed by Kamruzzaman BPM on Sunday. According to the notification, the intelligence and oral test of the candidates who have passed the computer skills test will be taken step by step from May 9.

The test will be taken twice a day. 9 a.m. and 2 p.m.
S.I Recruitment Documents:
Candidates should bring original copy of age, educational qualification, citizenship and national identity card. Candidates must be present at the Police Headquarters, 6 Phoenix Road, Fulbaria, Dhaka, along with the required documents by collecting the new entry form on the website (http://police.teletalk.com.bd/home.php).
Candidates must be present at the test center 30 minutes before the start of the test. Candidates should bring original copies of all other certificates including written and psychology and intelligence and oral test entrance papers, educational qualifications, citizenship, national identity card. Candidates have to participate in the examination in accordance with the hygiene rules related to Covid-19.
For the post of Cadet Sub-Inspector in the Bangladesh Police Force, a physical aptitude test was held last December to check the physical size and documents of the candidates. The written and psychology exams of the candidates who passed the exam were held last January. The results of the written and psychological tests were released on 18 February. Then computer skills test is held. Candidates have to follow the hygiene rules announced by the government.
No TA / DA will be given for participating in the test.
