Fueled by winds, largest wildfire moves near California city
A wildfire raged through a small Northern California forest town Tuesday, burning dozens of homes as dangerously dry and windy weather also continued to fuel other massive blazes and prompted the nation’s largest utility to begin shutting off power to 51,000 customers.
The Caldor fire in the northern Sierra Nevada had burned an estimated 50 homes in and around Grizzly Flats, a town of about 1,200 people, fire officials said at a community meeting.
Gov. Gavin Newsom proclaimed a state of emergency for El Dorado County because of the blaze, which tripled in size between Monday and Tuesday afternoon to nearly 50 square miles (129 square kilometers),
To the north the Dixie Fire — the largest of some 100 active wildfires in more than a dozen Western states — was advancing toward Susanville, population about 18,000.

Meanwhile, Pacific Gas & Electric announced it had begun shutting off power to some 51,000 customers in small portions of 18 northern counties to prevent winds from knocking down or fouling power lines and sparking new blazes.
The utility said the precautionary shutoffs were focused in the Sierra Nevada foothills, the North Coast, the North Valley and the North Bay mountains and could last into Wednesday afternoon.
Very few homes were left standing in Grizzly Flats, where streets were littered with downed power lines and poles. Houses were reduced to smoldering ash and twisted metal with only chimneys rising above the ruins. A post office and elementary school were also destroyed.
Two people with serious or severe injuries were airlifted to hospitals from the Grizzly Flats area, fire officials said.
Derek Shaves and Tracy Jackson were helping their friend salvage food and other supplies from the Grizzly Pub & Grub, a business in the evacuation zone that wasn’t touched by the blaze.
Shaves said he visited Grizzly Flats Tuesday and saw his home and most of the houses in his neighborhood had been destroyed by the fire.
“It’s a pile of ash,” he said. “Everybody on my block is a pile of ash and every block that I visited — but for five separate homes that were safe — was totally devastated.”
At the Dixie Fire, numerous resources were put into the Susanville area, where residents were warned to be ready to evacuate, said Mark Brunton, an operations section chief.
“It’s not out of play, and the next 24 hours are going to be crucial to watch as to what the fire is going to do there,” he told an online briefing.

To the east, spot fires became established south of the small community of Janesville, which had been ordered evacuated. Some structures were lost there — images captured by The Associated Press showed a home consumed by flames — but a surge of firefighters was able to herd the fire around the majority of the town, Brunton said.
The Dixie Fire, which had burned some 600 homes, is the largest of the major wildfires burning in Western U.S. states that have seen historic drought and weeks of high temperatures and dry weather that have left trees, brush and grasslands as flammable as tinder. Climate change has made the U.S. West warmer and drier in the past 30 years and will continue to make the weather more extreme and wildfires more destructive, according to scientists.
Susanville is the seat of Lassen County and the largest city that the Dixie Fire, named for the road where it started, has approached since it broke out last month. The former Sierra Nevada logging and mining town has two state prisons, a nearby federal lockup and a casino.
Ash fell from the advancing fire, and a police statement urged residents “to be alert and be ready to evacuate” if the fire threatens the city.
The Dixie Fire has scorched more than 940 square miles (2,434 square kilometers) in the northern Sierra Nevada and southern Cascades since it ignited on July 13 and eventually merged with a smaller blaze. It’s less than a third contained.
Investigations are continuing, but PG&E has notified utility regulators that the Dixie and Fly fires may have been caused by trees falling into its power lines. The Dixie Fire began near the town of Paradise, which was devastated by a 2018 wildfire ignited by PG&E equipment during strong winds. Eighty-five people died.
Ongoing damage surveys have counted more than 1,100 buildings destroyed, including 630 homes, and more than 16,000 structures remained threatened. Numerous evacuation orders were in effect.
Near the Caldor Fire, people were offering assistance to evacuees, including the four-footed kind. Susan Collins of Placerville used her horse trailer to help move two horses Tuesday after offering help on an El Dorado County Facebook page.
“I know not everybody is prepared when something like this happens, and my purpose in life is to be there to help people,” she said.

Across the state line in Nevada, school administrators delayed start times in the Reno-Sparks because of a cloak of wildfire smoke from the Dixie Fire blanketing the region. Smoke plumes from the Caldor Fire were also visible from northern Nevada.
Two dozen fires were burning in Montana and nearly 50 more in Idaho, Washington and Oregon, according to the National Fire Interagency Center.
In Montana, authorities ordered evacuations on Tuesday for several remote communities in north- central Montana as strong winds propelled a large wildfire toward inhabited areas.
The mandatory evacuation covered Lodge Pole, a town of about 300 people on the Fort Belknap Indian Reservation, and the former mining town of Zortman, which has about two dozen people, KOJM reported.
Climate-fueled wildfires take toll on tropical Pacific isles
A metal roof sits atop the burned remains of a homestead on the once-lush slopes of Hawaii’s Mauna Kea — a dormant volcano and the state’s tallest peak — charred cars and motorcycles strewn about as wind-whipped sand and ash blast the scorched landscape.
Generations of Kumu Micah Kamohoalii’s family have lived on these lands reserved for Native Hawaiians, and his cousin owns this house destroyed by the state’s largest-ever wildfire.
“I’ve never seen a fire this big,” Kamohoalii said. “Waimea has had fires, many of them before and some maybe a few hundred acres, but not this size.”
The fire has burned more than 70 square miles (181 square kilometers) in the two weeks it has been going. But it wasn’t the first time this area has burned, and won’t be the last. Like many islands in the Pacific, Hawaii’s dry seasons are getting more extreme with climate change.

“Everyone knows Waimea to be the pasturelands and to be all the green rolling hills. And so when I was young, all of this was always green,” Kamohoalii said. “In the last 10 to 15 years, it has been really, really dry.”
Huge wildfires highlight the dangers of climate change-related heat and drought for many communities throughout the U.S. West and other hotspots around the world. But experts say relatively small fires on typically wet, tropical islands in the Pacific are also on the rise, creating a cycle of ecological damage that affects vital and limited resources for millions of residents.
From Micronesia to Hawaii, wildfires have been a growing problem for decades. With scarce funding to prevent and suppress these fires, island communities have struggled to address the problem.
“On tropical islands, fires have a unique set of impacts,” said Clay Trauernicht, an ecosystems and wildfire researcher at the University of Hawaii. “First and foremost, fires were very rare prior to human arrival on any Pacific island. The vegetation, the native ecosystems, really evolved in the absence of frequent fires. And so when you do get these fires, they tend to kind of wreak havoc.”
But it’s not just burnt land that is affected. Fires on islands harm environments from the top of mountains to below the ocean’s surface.
“Once a fire occurs, what you’re doing is removing vegetation,” Trauernicht said. “And we often get heavy rainfall events. All of that exposed soil gets carried downstream and we have these direct impacts of erosion, sedimentation on our marine ecosystems. So it really hammers our coral reefs as well.”
Pacific island reefs support local food production, create barriers to large storm surges and are a critical part of tourism that keeps many islands running.
The wet season on tropical islands also causes fire-adapted grasses to grow tall and thick, building fuel for the next summer’s wildfires.
“Guinea grass grows six inches a day in optimal conditions and a six-foot tall patch of grass can throw 20-foot flame lengths,” said Michael Walker, Hawaii’s state fire protection forester. “So what we have here are really fast-moving, very hot, very dangerous fires.”

Walker said such non-native grasses that have proliferated in Hawaii are adapted to fire, but native species and shrubs are not.
“While (these wildfires) may not compare to the size and duration of what folks have in the western United States, we burn a significant portion of our lands every year because of these grass fires, and they’re altering our natural ecosystems and converting forests to grass,” he said.
The latest wildfire on Hawaii’s Big Island burned about 1% of the state’s total land, and other islands in the Pacific such as Palau, Saipan and Guam burn even more — up to 10% in severe fire years.
On average, Guam has nearly 700 wildfires a year, Palau about 175 and Saipan about 20, according to data from 2018.
Guam, like many other places, has long used fire as a tool. Farmers sometimes use it to clear fields and hunters have been known to burn areas while poaching.
The U.S. territory’s forestry chief Christine Camacho Fejeran said fires on the island are mostly caused by arson. “So all of Guam’s wildfires are human-caused issues, whether it’s an intentional or an escaped backyard fire or another (cause),” she said.
On average, Fejeran said, 6,000 to 7,000 acres (2,430 to 2,830 hectares) of the island burns each year, amounting to about 5% of its land.
While no homes have been lost to recent wildfires on Guam, Fejeran believes that trend will come to an end — unless more is done to combat the fires.
The island has made some changes in fire legislation, management, education and enforcement. Arson has become a chargeable offense, but Fejeran says enforcement remains an obstacle in the tight-knit community.

Back in Hawaii, last week’s blaze destroyed three homes, but the fire threatened many more.
Mikiala Brand, who has lived for two decades on a 50-acre homestead, watched as flames came within a few hundred yards (meters) of her house.
As the fire grew closer, she saw firefighters, neighbors and the National Guard racing into her rural neighborhood to fight it. She had to evacuate her beloved home twice in less than 24 hours.
“Of course it was scary,” she said. “But I had faith that the strong, the brave and the talented, and along with nature and Akua, which is our name for the universal spirit, would take care.”
Demonstrating the tenacity of many Native Hawaiians in her farming and ranching community, Brand said, “I only worry about what I have control over.”
Down the mountain in Waikoloa Village, a community of about 7,000, Linda Hunt was also forced to evacuate. She works at a horse stable and scrambled to save the animals as flames whipped closer.
“We only have one and a half roads to get out — you have the main road and then you have the emergency access,” Hunt said of a narrow dirt road. “Everybody was trying to evacuate, there was a lot of confusion.”
The fire was eventually put out just short of the densely populated neighborhood, but had flames reached the homes, it could have been disastrous on the parched landscape.
“When you have high winds like we get here, it’s difficult no matter how big your fire break is, it’s going to blow right through,” Hunt said.

While fires are becoming more difficult to fight because of dry and hot conditions associated with climate change, experts say the Pacific islands still can help prevent these blazes from causing ecological damage and property losses.
“Fire presents a pretty interesting component of kind of all these climate change impacts that we’re dealing with in the sense that they are manageable,” said Trauernicht, the University of Hawaii wildfire expert.
In addition to education and arson prevention, he said, land use — such as grazing practices and reforestation that reduce volatile grasses — could help.
“It’s within our control, potentially, to reduce the impacts that we’re seeing with fires,” Trauernicht said. “Both in terms of forest loss as well as the impacts on coral reefs.”
Northwest sizzles as heat wave hits many parts of US
Volunteers and county employees set up cots and stacked hundreds of bottles of water in an air-conditioned cooling center in a vacant building in Portland, Oregon, one of many such places being set up as the Northwest sees another stretch of sizzling temperatures.
Scorching weather also hit other parts of the country this week. The weather service said heat advisories and warnings would be in effect from the Midwest to the Northeast and mid-Atlantic through at least Friday.
In Portland, tempertures neared 100 degrees Fahrenheit (37.8 Celsius) on Wednesday and the mercury could soar past the century mark Thursday and Friday. Authorities trying to provide relief to vulnerable people are mindful of a record-shattering heat wave earlier this summer that killed hundreds in the Pacific Northwest.

The high temperatures in Portland, part of a usually temperate region, would break all-time records this week if the late June heat wave had not done so already. Seattle will be cooler than Portland, with temperatures in the mid-90s, but it still has a chance to break records, and many people there, like in Oregon, don’t have air conditioning.
People began coming into a 24-hour cooling center in north Portland before it opened Wednesday.
The first few people in were experiencing homelessness, a population vulnerable to extreme heat. Among them was December Snedecor, who slept two nights in the same center in June when temperatures reached 116 F (47 C).
She said she planned to sleep there again this week because the heat in her tent was unbearable.
“I poured water over myself a lot. It was up in the teens, hundred-and-something heat. It made me dizzy. It was not good,” Snedecor said of the June heat. “I’ve just got to stay cool. I don’t want to die.”

Oregon Gov. Kate Brown has declared a state of emergency and activated an emergency operations center, citing the potential for disruptions to the power grid and transportation. Besides opening cooling centers, city and county governments are extending public library hours and waiving bus fare for those headed to cooling centers. A 24-hour statewide help line will direct callers to the nearest cooling shelter and offer safety tips.
Emergency officials have sent alerts to phones, said Dan Douthit, spokesman for the Portland Bureau of Emergency Management.
The back-to-back heat waves, coupled with a summer that’s been exceptionally warm and dry overall, are pummeling a region where summer highs usually drift into the 70s or 80s. Intense heat waves and a historic drought in the American West reflect climate change that is making weather more extreme.
The June heat in Oregon, Washington and British Columbia killed hundreds of people and served as a wake-up call for what’s ahead in a warming world. It was virtually impossible without human-caused climate change, a detailed scientific analysis found.
Even younger residents struggled with the heat in June and dreaded this week’s sweltering temperatures.

Katherine Morgan, 27, has no air conditioning in her third-floor apartment and can’t afford a window unit on the money she makes working at a bookstore and as a hostess at a brewery.
She’ll have to walk to work Thursday, the day when temperatures could again soar.
“All my friends and I knew that climate change was real, but it’s getting really scary because it was gradually getting hot — and it suddenly got really hot, really fast,” Morgan said.
Nearly 900 buildings destroyed by massive California fire
California’s largest single wildfire in recorded history kept pushing through forestlands on Tuesday as fire crews tried to protect rural communities from flames that have destroyed hundreds of homes.
Clear skies over parts of the month-old Dixie Fire have allowed aircraft to rejoin nearly 6,000 firefighters in the attack this week.
“Whether or not we can fly depends very much on where the smoke is. There’s still some areas where it’s just too smoky,” fire spokesman Edwin Zuniga said.
Heavy smoke reduced visibility on the fire’s west end while the east end saw renewed action as afternoon winds took hold, fire officials said.

Burning through bone-dry trees, brush and grass, the fire by Tuesday had destroyed more than 1,000 buildings, including nearly 550 homes. Much of the small community of Greenville was incinerated during an explosive run of flames last week.
But the reports are “definitely subject to change” because assessment teams still can’t get into many areas to count what burned, Zuniga said.
The Dixie Fire, named for the road where it started, also threatened 14,000 buildings in more than a dozen small mountain and rural communities in the northern Sierra Nevada.
Crews have cut thousands of acres of new fire lines aimed at preventing the fire from spreading. Officials believe the fire lines created on the blaze’s southern side will hold the fire at bay there, but the fire’s future is unknown, authorities said.
“We don’t know where this fire is going to end and where it’s going to land. It continues to challenge us,” said Chris Carlton, supervisor for Plumas National Forest.
Temperatures are expected to rise and the humidity is expected to fall over the next few days, with triple-digit high temperatures possible later in the week along with a return of strong afternoon winds, fire meteorologist Rich Thompson warned Monday evening.

The fire that broke out July 14 grew slightly on Tuesday to an area of 766 square miles (1,984 square kilometers) but containment increased to 27%, according to the California Department of Forestry and Fire Protection.
The Dixie Fire is about half the size of the August Complex, a series of lightning-caused 2020 fires across seven counties that were fought together and that state officials consider California’s largest wildfire overall.
Gov. Gavin Newsom on Tuesday declared a state of emergency for northern Shasta, Trinity and Tehama counties. The declaration frees up state resources to help fight fires in those counties and give assistance to residents affected by he blazes.
California’s raging wildfires are among some 100 large blazes burning across 15 states, mostly in the West, where historic drought conditions have left lands parched and ripe for ignition.
The Dixie Fire is the largest single fire in California history and the largest currently burning in the U.S. Nearly a quarter of all firefighters assigned to Western fires are fighting California blazes, said Rocky Oplinger, an incident commander.
Heat waves and historic drought tied to climate change have made wildfires harder to fight in the American West. Scientists have said climate change has made the region much warmer and drier in the past 30 years and will continue to make the weather more extreme and wildfires more frequent and destructive. The fires across the West come as parts of Europe are also fighting large blazes spurred by tinder-dry conditions.

In southeastern Montana, the small towns of Ashland and Lame Deer were ordered evacuated Tuesday as a wildfire threatened hundreds of homes outside the Northern Cheyenne Indian Reservation. Rosebud County Sheriff Allen Fulton said flames were being driven by strong, erratic winds.
“We’re actually pretty worried about it,” Fulton said. “It’s jumping highways, it’s jumping streams. A paved road is about a good a fire line as we could ask for, and it’s going over that in spots.”
Northwest of the Dixie Fire in the Shasta-Trinity National Forest, hundreds of homes remained threatened by two fires. However, nearly 50% of the McFarland Fire was contained. New evacuation orders were issued Monday for residents near the Monument Fire, which was only about 3% contained.
South of the Dixie Fire, firefighters prevented further growth of the River Fire, which broke out last Wednesday near the community of Colfax and destroyed 68 homes. It was nearly 80% contained.

The company’s Cygnus cargo ship rocketed away from Virginia’s eastern shore Tuesday. It should reach the International Space Station on Thursday.

Also flying: a mounting bracket for new solar wings launching to the orbiting lab next year, a material simulating moon dust and dirt that will be used to create items from the space station’s 3D printer, slime mold for a French educational experiment called Blob and an infrared-detecting device meant as a prototype for future tracking satellites.
It is Northrop Grumman’s 16th supply run for NASA and its biggest load yet. The company’s Antares rocket hoisted the capsule from NASA’s Wallops Flight Facility.
“Aloha to the S.S. Ellison Onizuka,” Northrop Grumman said via Launch Control minutes before liftoff. The capsule was named for Hawaii’s Onizuka, the first Asian American in space who died in the 1986 Challenger launch disaster.

‘Nowhere to run’: UN report says global warming nears limits
Earth’s climate is getting so hot that temperatures in about a decade will probably blow past a level of warming that world leaders have sought to prevent, according to a report released Monday that the United Nations called a “code red for humanity.”
“It’s just guaranteed that it’s going to get worse,” said report co-author Linda Mearns, a senior climate scientist at the U.S. National Center for Atmospheric Research. “Nowhere to run, nowhere to hide.”
But scientists also eased back a bit on the likelihood of the absolute worst climate catastrophes.

The authoritative Intergovernmental Panel on Climate Change (IPCC) report, which calls climate change clearly human-caused and “unequivocal,” makes more precise and warmer forecasts for the 21st century than it did last time it was issued in 2013.
Each of five scenarios for the future, based on how much carbon emissions are cut, passes the more stringent of two thresholds set in the 2015 Paris climate agreement. World leaders agreed then to try to limit warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) above levels in the late 19th century because problems mount quickly after that. The world has already warmed nearly 1.1 degrees Celsius (2 degrees Fahrenheit) in the past century and a half.
Under each scenario, the report said, the world will cross the 1.5 degrees Celsius warming mark in the 2030s, earlier than some past predictions. Warming has ramped up in recent years, data shows.

“Our report shows that we need to be prepared for going into that level of warming in the coming decades. But we can avoid further levels of warming by acting on greenhouse gas emissions,” said report co-chair Valerie Masson-Delmotte, a climate scientist at France’s Laboratory of Climate and Environment Sciences at the University of Paris-Saclay.
In three scenarios, the world will also likely exceed 2 degrees Celsius (3.6 degrees Fahrenheit) over pre-industrial times — the other, less stringent Paris goal — with far worse heat waves, droughts and flood-inducing downpours “unless deep reductions in carbon dioxide and other greenhouse gas emissions occur in the coming decades,” the report said.
“This report tells us that recent changes in the climate are widespread, rapid and intensifying, unprecedented in thousands of years,” said IPCC Vice Chair Ko Barrett, senior climate adviser for the U.S. National Oceanic and Atmospheric Administration.

The 3,000-plus-page report from 234 scientists said warming is already accelerating sea level rise and worsening extremes such as heat waves, droughts, floods and storms. Tropical cyclones are getting stronger and wetter, while Arctic sea ice is dwindling in the summer and permafrost is thawing. All of these trends will get worse, the report said.
For example, the kind of heat wave that used to happen only once every 50 years now happens once a decade, and if the world warms another degree Celsius (1.8 degrees Fahrenheit), it will happen twice every seven years, the report said.
As the planet warms, places will get hit more not just by extreme weather but by multiple climate disasters at once, the report said. That’s like what’s now happening in the Western U.S., where heat waves, drought and wildfires compound the damage, Mearns said. Extreme heat is also driving massive fires in Greece and Turkey.

Some harm from climate change — dwindling ice sheets, rising sea levels and changes in the oceans as they lose oxygen and become more acidic — is “irreversible for centuries to millennia,” the report said.
The world is “locked in” to 15 to 30 centimeters (6 to 12 inches) of sea level rise by mid-century, said report co-author Bob Kopp of Rutgers University.
Scientists have issued this message for more than three decades, but the world hasn’t listened, said United Nations Environment Program Executive Director Inger Andersen.

Nearly all of the warming that has happened on Earth can be blamed on emissions of heat-trapping gases such as carbon dioxide and methane. At most, natural forces or simple randomness can explain one- or two-tenths of a degree of warming, the report said.
The report described five different future scenarios based on how much the world reduces carbon emissions. They are: a future with incredibly large and quick pollution cuts; another with intense pollution cuts but not quite as massive; a scenario with moderate emission cuts; a fourth scenario where current plans to make small pollution reductions continue; and a fifth possible future involving continued increases in carbon pollution.
In five previous reports, the world was on that final hottest path, often nicknamed “business as usual.” But this time, the world is somewhere between the moderate path and the small pollution reductions scenario because of progress to curb climate change, said report co-author Claudia Tebaldi, a scientist at the U.S. Pacific Northwest National Lab.

While calling the report “a code red for humanity,” U.N. Secretary-General Antonio Guterres kept a sliver of hope that world leaders could still somehow prevent 1.5 degrees of warming, which he said is “perilously close.”
There is also a way for the world to stay at the 1.5-degree threshold with extreme and quick emission cuts, but even then, temperatures would rise 1.5 degrees Celsius in a decade and even beyond, before coming back down, said co-author Maisia Rojas Corrada, director of the Center for Climate and Resilience Research in Chile.
“Anything we can do to limit, to slow down, is going to pay off,” Tebaldi said. “And if we cannot get to 1.5, it’s probably going to be painful, but it’s better not to give up.”

In the report’s worst-case scenario, the world could be around 3.3 degrees Celsius (5.9 degrees Fahrenheit) hotter than now by the end of the century. But that scenario looks increasingly unlikely, said report co-author and climate scientist Zeke Hausfather, climate change director of the Breakthrough Institute.
“We are a lot less likely to get lucky and end up with less warming than we thought,” Hausfather said. “At the same time, the odds of ending up in a much worse place than we expected if we do reduce our emissions are notably lower.”
A “major advance” in the understanding of how fast the world warms with each ton of carbon dioxide emitted allowed scientists to be far more precise in the scenarios in this report, Mason-Delmotte said.

The report said ultra-catastrophic disasters — commonly called “tipping points,” like ice sheet collapses and the abrupt slowdown of ocean currents — are “low likelihood” but cannot be ruled out. The much talked-about shutdown of Atlantic ocean currents, which would trigger massive weather shifts, is something that’s unlikely to happen in this century, Kopp said.
The report “provides a strong sense of urgency to do even more,” said Jane Lubchenco, the White House deputy science adviser.
In a new move, scientists emphasized how cutting airborne levels of methane — a powerful but short-lived gas that has soared to record levels — could help curb short-term warming. Lots of methane the atmosphere comes from leaks of natural gas, a major power source. Livestock also produces large amounts of the gas, a good chunk of it in cattle burps.

Californians endure intense weekend of wildfire fears
After four years of homelessness, Kesia Studebaker thought she finally landed on her feet when she found a job cooking in a diner and moved into a house in the small community of Greenville.
She had been renting for three months and hoped the stability would help her win back custody of her 14-year-old daughter. But in just one night, a raging wildfire tore through the mountain town and “took it all away,” she said.

Fueled by strong winds and bone-dry vegetation, the Dixie Fire grew to become the largest single wildfire in state history. Residents of the scenic forestlands of Northern California are facing a weekend of fear as it threatens to reduce thousands of homes to ashes.
“We knew we didn’t get enough rainfall and fires could happen, but we didn’t expect a monster like this,” Studebaker said Saturday.
The fire incinerated much of Greenville on Wednesday and Thursday, destroying 370 homes and structures and threatening nearly 14,000 buildings in the northern Sierra Nevada. It had engulfed an area larger than the size of New York City.
The Dixie Fire, named for the road where it started, spanned an area of 700 square miles (1,813 square kilometers) Saturday night and was just 21% contained, according to the California Department of Forestry and Fire Protection.
Four firefighters were taken to the hospital Friday after being struck by a fallen branch. More 20 people were initially reported missing, but by Saturday afternoon authorities had contacted all but four of them.
The fire’s cause was under investigation. The Pacific Gas & Electric utility has said it may have been sparked when a tree fell on one of its power lines. A federal judge ordered PG&E on Friday to give details by Aug. 16 about the equipment and vegetation where the fire started.
Cooler overnight temperatures and higher humidity slowed the spread of the fire and temperatures topped 90 degrees Fahrenheit (32 degrees Celsius) instead of the triple-digit highs recorded earlier in the week.
But the blaze and its neighboring fires, within several hundred miles of each other, posed an ongoing threat.

Studebaker sought shelter at an evacuation center before setting up her tent in a friend’s front yard.
She is counting on returning to her job if the restaurant where she works stays open. Her boss also evacuated when the town of Chester, northwest of Greenville, lost power and the smoke was so thick that it made it hard to breathe.
Heat waves and historic drought tied to climate change have made wildfires harder to fight in the American West. Scientists have said climate change has made the region much warmer and drier in the past 30 years and will continue to make the weather more extreme and wildfires more frequent and destructive.
Near the Klamath National Forest, firefighters kept a close watch on small communities that were ordered evacuated in the path of the Antelope Fire, which earlier threw up flames 100 feet (30 meters) high as it blackened bone-dry grass, brush and timber. It was just 20% contained.
Further northwest, about 500 homes scattered in and around Shasta-Trinity National Forest remained threatened by the Monument Fire and others by the McFarland Fire, both started by lightning storms last week, fire officials said.
About a two-hour drive south from the Dixie Fire, crews had surrounded nearly half of the River Fire that broke out Wednesday near the town of Colfax and destroyed 68 homes and other buildings. Evacuation orders for thousands of people in Nevada and Placer counties were lifted Friday. Three people, including a firefighter, were injured, authorities said.
Smoke from the fires blanketed Northern California and western Nevada, causing air quality to deteriorate to very unhealthy and, at times, hazardous levels.
Air quality advisories extended through the California’s San Joaquin Valley and as far as the San Francisco Bay Area to Denver, Salt Lake City and Las Vegas, where residents were urged to keep their windows and doors shut. Denver’s air quality ranked among the worst in the world Saturday afternoon.

California’s fire season is on track to surpass last year’s season, which was the worst fire season in recent recorded state history.
Since the start of the year, more than 6,000 blazes have destroyed more than 1,260 square miles (3,260 square kilometers) of land — more than triple the losses for the same period in 2020, according to state fire figures.
California’s raging wildfires were among 107 large fires burning across 14 states, mostly in the West, where historic drought conditions have left lands parched and ripe for ignition.
Western wildfires calm down in cool weather, but losses grow
Cooler weather on Tuesday helped calm two gigantic wildfires in the U.S. West, but a tally of property losses mounted as authorities got better access to a tiny California community savaged by flames last weekend and to a remote area of southern Oregon where the nation’s largest blaze is burning.
Scientists say evidence shows Oregon’s Bootleg Fire generated its own “fire tornado” this month, with winds higher than 111 mph (179 kph). The rare phenomenon is associated with extreme fire behavior spawned by dry, hot conditions, experts said.
Meanwhile, teams reviewing damage from the massive Dixie Fire in the mountains of Northern California have so far counted 36 structures destroyed and seven damaged in the remote community of Indian Falls, said Nick Truax, an incident commander for the fire. It’s unclear if that figure included homes or smaller buildings.
The assessment was about half done, Truax said in an online briefing Monday night, and the work depends on fire activity.

The Dixie Fire has scorched more than 325 square miles (842 square kilometers), an area bigger than New York City, and it was partially contained Tuesday. More than 10,000 homes were threatened in the region about 175 miles (282 kilometers) northeast of San Francisco.
A historic drought and recent heat waves tied to climate change have made wildfires harder to fight in the American West. Scientists say climate change has made the region much warmer and drier in the past 30 years and will continue to make weather more extreme and wildfires more frequent and destructive.
An inversion layer, which is a cap of relatively warmer air over cooler air, trapped smoke over much of the fire Monday, and the shade helped lower temperatures and keep humidity up, incident meteorologist Julia Ruthford said.
Similar smoke conditions were expected through Tuesday. Monsoon moisture was streaming in over the region but only light showers were likely near the fire. A return to hotter, drier weather was expected later in the week.
The Dixie Fire, burning mostly on federal land, is among dozens of large blazes in the U.S.
With so many fires, officials have to prioritize federal resources, said Nickie Johnny, incident commander for the Dixie’s east section, crediting help from local governments and California’s firefighting agency.
“I just wanted to thank them for that because we are strapped federally with resources all over the nation,” she said.
Authorities also were hopeful that cool temperatures, increased humidity and isolated showers will help them make more progress against the Bootleg Fire in Oregon. Crews have it more than halfway contained after it scorched 640 square miles (1,657 square kilometers) of remote land.

“The mild weather will have a short-term calming effect on the fire behavior. But due to the extremely dry conditions and fuels, as the week progresses and temperatures rise, aggressive fire behavior is likely to quickly rebound,” a situation report said Tuesday.
The lightning-sparked fire has destroyed 161 homes, 247 outbuildings and 342 vehicles in Klamath and Lake counties, the report said, cautioning that the numbers could increase as firefighters work through the inner area of the fire.
On July 18, a day of especially extreme fire activity, the blaze spawned a fire tornado in the Fremont-Winema National Forest, scientists say. The phenomenon occurred when smoke rose nearly 6 miles (10 kilometers) into the sky and formed giant clouds, Bruno Rodriguez, a meteorologist assigned to the Bootleg Fire, told the Herald and News of Klamath Falls, Oregon.
Those massive clouds, combined with intense heat from the fire, intensified the updraft and pulled rotating hot air from the Earth’s surface to the base of the clouds, creating a tornado, Rodriguez said.
Neil Lareau, a professor of atmospheric science at the University of Nevada, told the newspaper that extensive tree damage, scoured road surfaces and damage to the soil indicate winds speeds between 111 mph (178 kph) and 135 mph (217 kph).
“Prior to last year, there had only been two well-documented tornado-strength vortices generated by fires,” said Lareau, who began studying the phenomenon after fire-generated tornadoes occurred last fall. “A decade ago, we could not have even imagined this. But here we are.”
Scientists told the newspaper that fire-generated tornadoes need to urgent study because it’s suspected they can hurl embers far afield and potentially start new blazes.
The National Weather Service confirmed the tornado but said the agency wasn’t sure how to categorize it. That’s because, unlike a normal tornado that could travel for miles, the winds from a fire tornado will stop as soon as it gets too far from the fire’s heat.

“If they don’t have the heat from the fire, then they don’t have the updraft. Without the updraft, it would weaken very quickly,” said Ryan Sandler, a meteorologist at the National Weather Service in Medford, Oregon.
Elsewhere, high heat was expected to return to the northern Rocky Mountains, where thick smoke from many wildfires drove pollution readings to unhealthy levels.
Unhealthy air was recorded around most of Montana’s larger cities — Billings, Butte, Bozeman and Missoula — and in portions of northern Wyoming and eastern Idaho, according data from U.S. government air monitoring stations.
In California, the 106-square-mile (275-square-kilometer) Tamarack Fire south of Lake Tahoe was chewing through timber and chaparral but was more than halfway contained. Evacuation orders for about 2,000 residents on both sides of the California-Nevada line have been lifted. At least 23 buildings have burned.
China rebuffs WHO’s terms for further COVID-19 origins study
China cannot accept the World Health Organization’s plan for the second phase of a study into the origins of COVID-19, a senior Chinese health official said Thursday.
Zeng Yixin, the vice minister of the National Health Commission, said he was “rather taken aback” that the plan includes further investigation of the theory that the virus might have leaked from a Chinese lab.
He dismissed the lab leak idea as a rumor that runs counter to common sense and science.

“It is impossible for us to accept such an origin-tracing plan,” he said at a news conference called to address the COVID-19 origins issue.
The search for where the virus came from has become a diplomatic issue that has fueled China’s deteriorating relations with the U.S. and many American allies. The U.S. and others say that China has not been transparent about what happened in the early days of the pandemic. China accuses critics of seeking to blame it for the pandemic and politicizing an issue that should be left to scientists.
Tedros Adhanom Ghebreyesus, the director-general of WHO, acknowledged last week that there had been a “premature push” after the first phase of the study to rule out the theory that the virus might have escaped from a Chinese government lab in Wuhan, the city where the disease was first detected in late 2019.
Most experts don’t think a lab leak is the likely cause. The question is whether the possibility is so remote that it should be dropped, or whether it merits further study.
The first phase was conducted earlier this year by an international team of scientists who came to Wuhan to work with their Chinese counterparts. The team was accused of bowing to demands from the Chinese side after it initially indicated that further study wasn’t necessary.
Zeng said the Wuhan lab has no virus that can directly infect humans and noted that the WHO team concluded that a lab leak was highly unlikely. He added that speculation that staff and graduate students at the lab had been infected and might have started the spread of the virus in the city was untrue.

Yuan Zhiming, the director of the biosafety lab at the Wuhan Institute of Virology, said they had not stored or studied the new coronavirus before the outbreak. “I want to emphasize that .... the Wuhan Institute of Virology has never designed, made or leaked the novel coronavirus,” he said.
The WHO team concluded that the virus most likely jumped from animals to humans, probably from bats to an intermediate animal. The experts visited markets in Wuhan that had sold live animals, and recommended further study of the farms that supplied the market.
“In the next step, I think animal tracing should still be the priority direction. It is the most valuable field for our efforts,” Liang Wannian, who headed the Chinese side, said at Thursday’s news conference.
Tedros said last week that he hoped for better cooperation and access to data from China. “We are asking China to be transparent, open and cooperate, especially on the information, raw data that we asked for in the early days of the pandemic,” he said.
His words were echoed at the same virtual news conference by Germany’s health minister, Jens Spahn, who called on China to intensify cooperation in the search for the origin of the virus.
Zeng said China has always supported “scientific virus tracing” and wants to see the study extended to other countries and regions. “However, we are opposed to politicizing the tracing work,” he said.

China has frequently sought to deflect accusations that the pandemic originated in Wuhan and was allowed to spread by early bureaucratic missteps and an attempted coverup.
Government spokespersons have called for an investigation into whether the virus might have been produced in a U.S. military laboratory, a theory not widely shared in the scientific community.
China has largely ended local transmission of COVID through lockdowns and mask-wearing requirements, and has now administered more than 1.4 billion doses of Chinese vaccines. Just 12 new domestically spread cases were reported Thursday and China’s death toll from the virus has remained unchanged for months at 4,636.
Wildfire smoke clouds sky, hurts air quality on East Coast
Smoke and ash from massive wildfires in the American West clouded the sky and led to air quality alerts Wednesday on parts of the East Coast as the effects of the blazes were felt 2,500 miles (4,023 kilometers) away.
Strong winds blew smoke east from California, Oregon, Montana and other states all the way to other side of the continent. Haze hung over New York City, New Jersey and Pennsylvania.
The nation’s largest wildfire, Oregon’s Bootleg Fire, grew to 618 square miles (1,601 square kilometers) — just over half the size of Rhode Island. Fires also burned on both sides of California’s Sierra Nevada and in Washington state and other areas of the West.
The smoke blowing to the East Coast was reminiscent of last fall, when large blazes burning in Oregon’s worst wildfire season in recent memory choked the local sky with pea-soup smoke but also affected air quality several thousand miles away. So far this year, Seattle and Portland have largely been spared the foul air.

People in parts of New Jersey, Pennsylvania and elsewhere with heart disease, asthma and other health issues were told to avoid the outdoors. Air quality alerts for parts of the region were in place through Thursday.
“One of the things about this event that makes it so remarkable is that the smoke is affecting such a large swath of the U.S,” said Jesse Berman, an assistant professor at the University of Minnesota School of Public Health and an expert on air quality. “You’re not just seeing localized and perhaps upstate New York being affected, but rather you’re seeing numerous states all along the East Coast that are being impacted.”
David Lawrence, a meteorologist with the National Weather Service, said wildfire smoke usually thins out by the time it reaches the East Coast, but this summer it’s “still pretty thick.”
In California, a wildfire burning completely uncontained south of Lake Tahoe crossed the state line into Nevada. New voluntary evacuation orders were issued for portions of Douglas County, Nevada.
The Tamarack Fire, started by lightning in Alpine County, California, has now burned more than 68 square miles (176 square kilometers). Authorities say more than 1,200 firefighters are battling the blaze, which has destroyed at least 10 structures.

Meanwhile, Oregon on Wednesday banned all campfires on state-managed lands and in state campgrounds east of Interstate 5, the major highway that is commonly considered the dividing line between the wet western part of the state and the dry eastern half.
The regulation includes the designated fire rings at campsites, as well as candles and tiki torches. Propane grills are still allowed, but the state still urged campers to pack food that doesn’t require heating or cooking.
The lightning-caused Oregon fire has ravaged the sparsely populated southern part of the state and has been expanding by up to 4 miles (6 kilometers) a day, pushed by gusting winds and critically dry weather that’s turned trees and undergrowth into a tinderbox.
Fire crews have had to retreat from the flames for 10 consecutive days as fireballs jump from treetop to treetop, trees explode, embers fly ahead of the fire to start new blazes and, in some cases, the inferno’s heat creates its own weather of shifting winds and dry lightning. Monstrous clouds of smoke and ash have risen up to 6 miles (10 kilometers) into the sky and are visible for more than 100 air miles (161 kilometers).
Authorities in Oregon said lower winds and temperatures allowed crews to improve fire lines, and they hoped to make more progress Wednesday. The fire was approaching an old burn area on its active southeastern flank, raising hopes it would not spread as much.
The blaze, which is being fought by more than 2,200 people, is about one-third contained. It was within a few hundred acres of becoming Oregon’s third-largest wildfire in modern history.

At least 2,000 homes have been evacuated at some point during the fire and an additional 5,000 threatened. At least 70 homes and more than 100 outbuildings have burned, but no one is known to have died.

While Berman is hopeful that the smoke will last only a couple of days, he said we may see more of it due to climate change.
“We fully expect that you’re going to see more situations where smoke, from fires occurring farther away, is going to travel long distances and affect people in other parts of the country,” Berman said. “I would not be surprised at all if these events did become more frequent in the future.”
