Germany players cover mouths at World Cup in FIFA protest
Germany’s players covered their mouths for their team photo before their opening World Cup match in an apparent rebuke of FIFA’s clampdown on plans to wear armbands to protest discrimination in host nation Qatar.
The team lined up in the traditional formation before Wednesday’s game against Japan and each of the 11 players covered their mouth with their right hand.
It seemed to be a response to FIFA’s warning to the seven European federations, including Germany’s, that players would be penalized if they wore colorful “One Love” armbands as a symbol for inclusion and diversity. The seven team captains had planned to wear the armbands.

Qatar has been under scrutiny for its human rights record and laws criminalizing homesexuality.
Soccer’s governing body issued the warning Monday just hours before the first teams were set to play with their captain wearing the armband. FIFA said the players would immediately be shown a yellow card.
Germany coach Hansi Flick and soccer federation president Bernd Neuendorf were among those to criticize FIFA’s decision.
Neuendorf has called the warning “another low blow” from FIFA. The governing body hasn’t commented on Wednesday’s gesture by the Germans.
German Interior Minister Nancy Faeser, who is also responsible for sports, wore a “One Love” armband in the stands at the Germany-Japan game. Faeser tweeted a photo of herself wearing it with the hashtag #OneLove.
News agency DPA reported Faeser had the armband on under a pink blazer that she took off during the first half.
Faeser was sitting beside FIFA President Gianni Infantino at the game.

Earlier, Faeser criticized Qatar for forcing a German fan to remove a rainbow-colored armband and headband at another game.
“This is not in line with my understanding of the security guarantees that I was given by the (Qatari) interior minister,” Faeser said. “Security must apply to all people. I’m very disappointed about this.”
The rainbow flag is a widely used as a symbol of tolerance with regard to sexual diversity.
Faeser said in her opinion “such symbols should be openly shown.”

Germany commits EUR 15 million to pay poor rural people for their work to preserve ecosystems
To support the essential contribution that rural people make to preserve ecosystems, the UN’s International Fund for Agricultural Development (IFAD) will remunerate rural communities and small-scale producers for their environmental work through a Payment for Ecosystem Services (PES) projects.
At COP27 on Tuesday, Germany pledged to contribute to the project by providing an additional EUR 15 million to IFAD's Enhanced Adaptation for Smallholder Agriculture Programme (ASAP+).
As the increasing speed and intensity of the climate crisis are outpacing the ability of poor rural people to cope, “we need to think out of the box and find new ways, such as this scheme, to bring justice and provide the support that rural people need,” said Jo Puri, IFAD’s Associate Vice-President, Strategy and Knowledge Department.
Three PES pilot projects will be developed in Brazil, Ethiopia and Lesotho to help small-scale producers build their resilience to climate change, boost food production, better participate in markets, and improve their access to nutritious diets. Each of the three pilots will be equally funded.
All the activities under the PES project aim to contribute to the reduction of greenhouse gas emissions and boost carbon sequestration.

“We must not spare efforts in acknowledging and harnessing the strategic contribution of rural people in low- and middle-income countries to improve food security and preserve vital environmental resources for future generations,” said Jochen Flasbarth, State Secretary in Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), at the signing ceremony.
Germany's financing pledge is also a way to encourage the international community to diversify financial instruments to fund sustainable climate adaptation and climate mitigation practises in the agricultural sector.
In Brazil, marginalized local communities will be paid to preserve forests by developing and marketing a wide array of non-timber forest products. Rural communities will protect forests by gathering, processing and selling forest products, activities that do not require cutting down or damaging trees. Remunerated activities align with traditional practices and are an income alternative for poor and food-insecure communities.
“It is about time to reward the economic value of these essential services that rural people are carrying out. These are key activities to preserve biodiversity and ecosystems, which also provide a significant contribution to mitigate climate change. They are indeed preserving our future,” Puri added.
The PES scheme in Lesotho will incentivize better water resource management in the Orange River Basin, spanning across Lesotho, South Africa, Botswana and Namibia, and rural communities will be able to contribute to restoring degraded soils and landscapes.

In Lesotho and Ethiopia, as an income-generating opportunity, small-scale farmers will be connected to the voluntary credit carbon market, where companies and countries can buy credits to make up for greenhouse gases, they themselves emit.
Since the establishment of IFAD in 1977, Germany has contributed US$711 million to IFAD’s work on climate action, gender equality, food and nutrition security, and establishing equitable and sustainable food systems. Germany has also provided loans for up to EUR 800 million through KfW, Germany’s public development Bank, and contributed US$89 million in supplementary funds to support inclusive sustainable value chains development, climate adaptation, and youth employment.
Germany's TU Dresden to give technical, knowledge support to BGMEA's CIEOSH
The Technical University of Dresden (TUD) – a public research university and one of the top 10 largest universities in Germany – will provide technical and knowledge support to the Bangladesh Garment Manufacturers and Exporters Association or BGMEA's Centre of Innovation, Efficiency and Occupational Safety and Health (CIEOSH).
As part of the collaboration, a delegation from TUD came to Dhaka Sunday and attended the kick-off workshop of the Inno Lead@Work "Fostering Innovation, Performance and Resilience through Leadership and Modern Work-Design" Project jointly implemented by BGMEA, TUD and GIZ HELD.
It also met BGMEA President Faruque Hassan and talked about how BGMEA, TUD and GIZ could work together to develop CIEOSH.

Despite Russian supply cuts German gas storage over 90% full
Germany's natural gas storage facilities are now more than 90% full in preparation for the winter heating season and rising steadily despite Russia cutting off deliveries through a major pipeline, authorities said.
The head of the national network regulator, Klaus Mueller, tweeted late Monday that gas storage had “achieved another milestone" and that the stored gas will help in managing any potential gas emergencies and will flow back into the market.
He cautioned that “nevertheless, we must continue to save gas.” The fuel heats homes, powers factories and generates electricity.
The government tightened storage requirements in July after Russia's state-owned Gazprom started reducing supplies through the Nord Stream 1 pipeline, which has contributed to soaring gas prices.
Germany introduced a requirement for storage to be 75% full by Sept. 1 and raised the targets for October and November to 85% and 95%, respectively, from 80% and 90%. The November target is roughly equal to the amount of gas that Germany used in January and February this year, when temperatures were relatively mild.
Russia hasn't delivered any gas through Nord Stream 1 since the end of August as tensions mount over the war in Ukraine. The country started reducing gas supplies through the pipeline in mid-June, citing alleged technical problems. German officials dismissed that explanation as cover for a political decision to push up prices and create uncertainty.
Before the reductions started, Russia accounted for a bit more than a third of Germany's gas supplies.
The cutoffs forced the government to put together a rescue package for major gas importer Uniper, which has had to buy gas at far higher prices on the market to fulfill its supply contracts. The company last week said it is exploring the possibility of the government taking a majority stake as its losses mount.
The outcome of those talks remains unclear, as does the future of a new levy on natural gas to aid energy importers that the government announced along with the original bailout.
Chancellor Olaf Scholz says Germany is well-placed to get through the winter with enough energy, pointing to new liquefied natural gas terminals expected to start work in the coming months, among other things.
Germany takes control of 3 Russian oil refineries
Germany is taking control of three Russian-owned refineries in the country to ensure energy security before an embargo on oil from Russia takes effect next year, officials said Friday.
The Economy Ministry said in a statement that Rosneft Deutschland GmbH and RN Refining & Marketing GmbH will be put under the administration of Germany’s Federal Network Agency. As a result, the agency will also control the companies’ shares in three refineries: PCK Schwedt, MiRo and Bayernoil, located in the east and south of the country.
Rosneft accounts for about 12% of Germany’s oil refining capacity, importing several hundred million euros' (dollars') worth of oil from Russia every month, the ministry said.
It said the move would help ensure continued energy supplies and was initially due to last for six months.
Rosneft had previously made clear it had no intention to end the import of Russian oil, despite a looming EU embargo coming into force on Jan 1, 2023.
The ministry said a long-term plan will also be announced for the future of the PCK refinery in Schwedt, which employs about 12,000 people and provides petroleum products to much of northeastern Germany including Berlin.
Germans urged to cap heat in offices this winter to save gas
German businesses and public institutions should heat their offices no higher than 19 degrees Celsius (66.2 degrees Fahrenheit) this winter to help reduce the country's consumption of natural gas, Germany’s economy minister said Saturday.
Germany, the European Union's biggest economy, is quickly trying to wean itself off using natural gas from Russia in response to Moscow's attack on Ukraine. However Germany uses more Russian gas imports than many other EU nations. Russia has already cut off gas exports to several EU nations, and officials fear Moscow will use the gas exports as a political weapon to get sanctions against Russia reduced — or even cut the exports to Europe off altogether in the winter, when demand is the highest.

Economy Minister Robert Habeck said while the EU's 27 countries have pledged to cut their gas use by 15% from August compared to the previous five-year average, Germany needs to reduce its consumption by 20%.
Habeck is also proposing banning the heating of non-commercial private pools; switching off heating in common areas of public buildings, such as foyers; and switching off the lights on public billboards between 10 p.m. and 6 a.m.
