The National Disability Development Foundation Bill, 2023 was passed in Parliament on Monday aiming to bring people with disability into the mainstream of the society and accommodate them with the latest development works of the country.

Social Welfare Minister Nuruzzaman Ahmed moved the Bill in the House and it was passed by voice vote.

The Bill stated that it will help to ensure the rights and safety of the differently-abled people.

For the welfare of the differently-abled people, the National Disability Development Foundation was formed under 'the Societies Registration Act, 1860' and it is necessary to bring the entity under a legal framework and that's why enactment of a law is essential.

As per the Bill, the headquarters of the Foundation will be in Dhaka.

There will be a Board of 24 members.

The advisory council of the Foundation will be formed with 11 members.

As per the objective of the Bill, aiming for bringing the disabled people into the mainstream of the society and involving them in the country's development activities, improving their quality of life, establishing equal rights and protecting their interests is given priority, the National Handicapped Development Foundation was formed under the Ministry of Social Welfare.

It said that ensuring the rights and protection of persons with disabilities, Providing grants and loans to disabled persons in prescribed manner and providing employment to them; It is expedient and necessary to conduct an identification survey to provide services to disabled persons and to conduct all activities related to disability and to formulate an up-to-date provision for dynamiting and coordinating the activities of the National Disability Development Foundation, it is necessary to enact the National Disability Development Foundation.

If this law is passed by the great national parliament, the activities of the existing National Disability Development Foundation for the implementation of social welfare programmes in the field of social welfare, taking various activities for the welfare of disabled people, providing encouragement, cooperation and coordination will be dynamic and coordinated.
