Dhaka, KL will have talks on transparent, swift manpower recruitment system
Bangladesh expects to have an “elaborate discussion” with Malaysia this week on manpower recruitment in an effort to make the overall recruitment process more transparent and expeditious.
Malaysian Home Minister Saifuddin Nasution Ismail is expected to pay a “working visit” to Bangladesh on February 4-5, spokesperson at the Ministry of Foreign Affairs Seheli Sabrin told reports at a weekly briefing on Thursday.
This is going to be the first minister-level visit from the Southeast Asian country since the formation of a new government there.
The Malaysian Home Minister is likely to have meetings with his Bangladesh counterpart Asaduzzaman Khan and Expatriates' Welfare and Overseas Employment Minister Imran Ahmad during his two-day visit.
“The upcoming visit will hopefully bring momentum in Bangladesh-Malaysia bilateral relations,” said the MoFA spokesperson.
Bangladesh wants to ease the manpower recruitment process in Malaysia with a reduced cost through discussion.

“The Malaysian home minister is coming with a big team. It will help make things (related to manpower recruitment) more rationalized. We want to send our workers at a reduced cost,” Foreign Minister Dr AK Abdul Momen told reporters at the Ministry of Foreign Affairs recently.
He said Bangladesh wants the manpower “cartel” to be dismantled, the recruitment cost reduced, and the rules of recruitment eased.
Earlier, Bangladesh High Commissioner to Malaysia Md Golam Sarwar met with the Malaysian home affairs minister and discussed various issues of mutual interest.
The high commissioner welcomed the Malaysian minister’s crucial visit to Bangladesh and discussed various aspects of the visit, according to the Bangladesh High Commission in Kuala Lumpur.
As it is his first foreign visit after taking charge as home minister, it is significant for both countries.
They also discussed recruiting more manpower from Bangladesh in a short time at a low cost.
High Commissioner Golam Sarwar requested the home minister of Malaysia to legalise the undocumented Bangladeshis in the Southeast Asian country on easy terms under the recalibration programme.
The Malaysian home minister assured the high commissioner that they would look into the matter, according to the High Commission.
Recruitment irregularities: ACC starts probe against ex-VC of Khulna Agricultural University
Anti-Corruption Commission (ACC) has started an investigation against former vice-chancellor of Khulna Agricultural University (KAU), Dr Shahidur Rahman Khan, for his alleged involvement in irregularities in the recruitment of 426 teachers and staff members for the university.
KAU authorities on Monday (January 23, 2023) submitted documents related to last three years’ recruitment to the ACC.
The development came after a national daily published a report in September last year stating the irregularities in the recruitment process of Khulna Agricultural University. It said some 426 teachers and staff members were appointed for KAU against 350 students and also 43 departments were opened in just three years.

Later, the University Grants Commission (UGC) conducted an investigation and found anomalies in the recruitment.
Based on the report, the education ministry on August 3 last year ordered cancellation of the appointment of 73 teachers and staff members including the relatives of the vice-chancellor.
In November last year, ACC took a decision to investigate the irregularities in the recruitment process of KAU and assigned Ershad Mia, deputy director of the ACC, to lead the investigation.
The investigation officer on January 2 sent a letter to the university authorities asking to submit recruitment related documents including recruitment notices, candidates' applications, and written test records by January 10.

The anti-graft agency also requested university authorities to submit a probe report if any investigation was conducted previously in this connection.
Later, the inquiry officer extended the deadline till January 23 following the application of university authorities.
KAU Registrar Dr Mazharul Anwar on Monday submitted the documents to the investigating officer.
Ershad Mia, investigating officer, said he has received some documents and these will be inspected.

HC questions legality of primary school teacher recruitment on quota basis
The High Court on Thursday issued a rule seeking explanation as to why the recruitment of government primary school teachers on quota basis should not be declared illegal and against the constitution.
The court also questioned why a directive should not be given to recruit 152 writ petitioners in the vacant posts on basis of merit.
The bench of Justice Md Nazrul Islam Talukder and Biswajit Debnath issued the rule during a primary hearing on the writ petition.
Home affairs secretary, public administration secretary, education secretary and director general of the Primary Education Department have been asked to respond to the rule within four weeks.

Advocate Shamim Shikder appeared for the petitioners while Deputy Attorney General Tushar Kanti Roy represented the state.
On December 14, the final results of Primary School Teacher recruitment exams were published selecting 37, 574 candidates, said lawyer Shamim Sardar.
But it followed the notification issued in 2019, where 60% quota was reserved for women, 20% dependent quota and 20% quota was for men.
“Which violates the section 29 (3) of the constitution,” said Shamim Shikder.
When hundreds of youths are unemployed in the country recruitment of primary school teachers with only 20% quota for male candidates cannot be allowed, he said.
So, 152 candidates including Sanjit Sarkar from Gopalganj, Anwar Hossain from Pabna, Hafizur Molla from Magura who were not recruited filed the writ petition challenging the legality of quota based recruitment process.

The number of candidates in this year's recruitment test for assistant teachers of primary school was 13,09,461.
At present, there are 65,566 govt primary schools in the country with 4,28,701 vacant teachers’ post.
Primary schools to have one shift from Jan 2023: Secretary
All primary schools in the country will be operated under a uniform shift from January next year, Senior Secretary to Bangladesh Primary and Mass Education Ministry Aminul Islam Khan said today (October 30, 2022).
The secretary said this during a discussion with the media, on the occasion of his last working day at the ministry.
“Ninety percent work towards introducing one shift in all primary schools has been completed. We’ll also extend the duration of classes gradually,” Aminul said.

He added that the government has taken the decision due to its inability to construct new school buildings.
“We’ve taken the decision considering the growing number of students and teachers. Once the single shift starts, no school will be closed and no teacher will lose job. We’ll initiate pre-primary and primary education at the schools which have dual rooms, and we’ll construct new buildings where possible,” Aminul added.
Asked about the timing of classes, Aminul said that class hours will be extended to 4-5 hours from the current three hours.

“There is a difference between class hours in Dhaka city and the rural areas. In Dhaka, classes start early, while in the villages, classes start late. Our aim is to ensure the presence of teachers in classrooms. We want teachers to give lessons regularly and for a longer period of time. That’s why we’ll increase the class hours,” Aminul said.
Replying to a question, Aminul added that his Ministry will complete the process of transferring and recruiting primary school teachers before the coming Victory Day.
“We could’ve published the results of the Bangladesh primary teacher recruitment exam earlier. We didn’t do it as some teachers had requested the ministry for transfer, which was pending due to the Covid-19 pandemic. We’re trying so that teachers who have been with a school for 10-12 years can be transferred after every three years,” Aminul said.
