How to Deactivate TIN in Bangladesh: A Comprehensive Guide
The citizens of Bangladesh can register for Tax Identification Number (TIN) for paying income tax and various other purposes. They can also deactivate TIN when it is not required anymore. TIN can be deactivated upon fulfilling some terms. Let’s take a look into the process of deactivating TIN in Bangladesh.
What is TIN?
TIN is a unique alphanumeric code assigned to individuals and businesses by the National Board of Revenue (NBR). It serves as an essential identification and tracking system for tax purposes. The TIN helps the government maintain accurate records, monitor taxpayer compliance, and facilitate efficient tax collection. TIN Certificate Deactivation Terms
Government Announced TIN Certificate Deactivation Terms
The Bangladesh government has recently established six conditions for applying for the cancellation of TIN registration.
i. Those who are not obligated to file tax returns.
ii. Cessation of existence due to death, dissolution, extinction, or similar circumstances.
iii. Permanent departure from Bangladesh with no earning activities in the country.
iv. Duplicate or erroneous registration.
v. Change in legal status.
vi. Any other lawful reason.

Who Can Deactivate TIN
When a taxpayer's income falls below the taxable limit, their tax liability stops. There may be a risk that the life expectancy of the individual will fall below the minimum income tax liability in the near future. In that case, it is necessary to cancel the TIN certificate in advance.
The proposed taxable income thresholds in Bangladesh for FY 2023-2024 are as follows:
- Above BDT 350,000 per annum for individual taxpayers.- Above BDT 4,00,000 for females, and elderly persons aged 65 years or above.- Above BDT 475,000 in the case of a disabled person and third gender person.- Above BDT 5,00,000 in case of a gazetted freedom fighter wounded in war.
Sometimes, despite having an income lower than this, one may need to present a TIN certificate for other purposes. In such cases, the holder can revoke the certificate if it is not required anymore.
When a taxpayer dies, his or her TIN certificate can be canceled.
After a taxpayer's death, his or her heirs are responsible for canceling the TIN. However, if the deceased had an active business, canceling the TIN requires canceling and renewing all business-related documents. In such cases, the heirs will not be able to cancel the deceased’s TIN number.
If a Bangladeshi citizen works abroad with no taxable income in Bangladesh, he or she is not obligated to pay taxes. In such cases, the Bangladeshi expatriate can cancel his or her TIN registration.
It is essential to remember that a person can only have one TIN certificate. Duplicating or having multiple TINs is not allowed.
If any error occurs in the registered TIN due to mistakes by the registrar or tax officer, canceling the TIN might be necessary to correct the situation.

How to Deactivate TIN in Bangladesh
Necessary Documents
To cancel your TIN certificate, you need to be aware of the following rules. You need to get the necessary documents ready in hand upfront:
i. Your Current TIN certificate: Bring a printed copy of your current TIN certificate as proof.
ii. National Identity Card: Carry your National Identity Card and a photocopy of it.
iii. Acknowledgment of Zero Tax Return Filing: Provide a photocopy of the acknowledgment of receipt for filing zero tax returns for at least three consecutive financial years.

Application Procedure for Canceling TIN Certificate
Filing Zero Tax Returns for 3 Consecutive Years
Since you need to show acknowledgment of zero returns filed for three consecutive financial years, it's important to prepare for the next three years. File zero returns for three consecutive years and keep the tax return receipts for later use.
Applying to the Tax Circle Office
When filing zero return for the third year, visit your tax circle office. Bring the receipts of returns for the last two years and complete an application form with the cess commissioner there. Clearly explain the reasons for canceling your TIN certificate in the application. Once you have written the application, submit it along with the receipts of the last three years’ returns and the necessary documents.
Note that it is not mandatory for the TIN certificate owner to go to the Income Tax office for submitting the application. If he/she is unable to go, any person can appear at the Tax Circle Office on his/her behalf and submit the application instead.
Tin Certificate Cancellation Fees
There is no cost as announced by the government in the entire application procedures for the cancellation of the TIN certificate. That is, taxpayers can cancel their TIN certificate free of charge.
Post-Application Proceedings for Canceling TIN Certificate
After submitting your application, the Excise Commission officials at your tax circle will register your income tax file. They will thoroughly review the reasons mentioned in your application. If everything is in order, your TIN certificate will be finally canceled.

Tk 2,000 min tax for TIN holders won't be imposed; Finance Bill 2023 passed in parliament
Finance Bill 2023 was passed on Sunday (June 25, 2023), dropping the much-debated proposed provision for Tk 2,000 for every TIN holder during submission of their income tax return.
Finance Minister AHM Mustafa Kamal moved the bill and it was passed by voice vote.
The finance minister accepted some other minor proposals on the finance bill in section 2 and 2-Ka.
The other amendment proposals were rejected by a voice vote.

The finance minister accepted an amendment scrapping specific duty on import of fuel oil by reinstating the previous tax on value as concerns grow over a significant hike in prices of petroleum products under the new tax measures.
The specific duty on oil imports came into effect on June 1, 2023, under the ‘Provisional Collection of Taxes Act 1931 (Act No. XVI of 1931) in the Finance Bill placed before parliament on that day.
Customs Duty, VAT and Advance Tax on the import of fuels have been reinstated in the Finance Act 2023, as those were scrapped in the bill.
The proposed value-added tax (VAT) on the manufacturing of ballpoint pens has been cut to 5 percent from 15 percent.

e-TIN: Online registration process in Bangladesh
As part of the digitalization plan in Bangladesh, the traditional TIN certificate was updated and converted into e-TIN Certificate in 2013. The term ‘TIN certificate’ is familiar to almost everyone, including regular taxpayers in Bangladesh. Citizens of Bangladesh need TIN certificates and TIN numbers to start businesses, get tax rebates and more. Let’s take a look at how to register for an e-TIN certificate online in Bangladesh.
Who can get a TIN certificate in Bangladesh?
As per National Board of Revenue rules, if you earn around BDT 16,000 per month, you must have TIN. Apart from this, unemployed persons, including homemakers, can get TIN if needed. If you have something that requires a TIN, such as car ownership or membership in an organization, you must have a TIN certificate even if you have no taxable income.
However, men do not have to pay tax if their income does not exceed BDT 2,50,000 per year. For women of all ages and all citizens above 65 years of age that income limit is BDT 3,50,000. Citizens with disabilities do not have to pay tax if their income does not exceed BDT 4,25,000 per year. If your income is below the tax limit, you have to submit a zero return showing TIN.

Benefits or uses of the e-TIN certificate
The first benefit of having a TIN is that you will be registered as a taxpayer. Then pay taxes up to your income limit, with which the government will run the country. Long ago, when things like income tax or value-added tax did not exist, the government used to collect tax from the land. But now, due to the diversity of people’s income, the government has to collect money to run the country through income tax.
By collecting an e-TIN number, you will be a proud taxpayer. If you have a TIN registration number, the bank will deduct a 10% tax from your savings. If not, then 15% will be deducted. Suppose you get a gift or prize money from somewhere, which is given to you through the bank, even, in that case, TIN holders will get a 10% tax deduction, and for those who do not have TIN, 15% will be deducted.
Although an e-TIN certificate is not required to open a bank account, if you take a bank loan, TIN is needed. The government provides different benefits and incentives to different professionals or small entrepreneurs at different times, none of which are available without TIN.

How to get an e-TIN certificate online in Bangladesh?
To get a TIN certificate, first go to this link: https://www.incometax.gov.bd/Registration/ and provide all the necessary information in the boxes. You will need to provide a user id, password, security question, answer, mobile number, and email address. After that, provide a captcha and click on verify button. NBR will send an SMS with a code to the given mobile number.
Now you have to type the code on the e-TIN activation page and click on the Activate button. Then on the next page, click on TIN registration/re-registration. A new page will appear. Here you have to provide all the important information and proceed by clicking the next button.
In the Taxpayer Type section, select Individual/Expatriate/Company – whichever is applicable. Those who didn’t have a teen certificate earlier will select new registration, and for those who had, there will be a re-registration option.

Then enter the old TIN number and proceed to the next page. Now enter all the information about the taxpayer’s income, such as occupation, source of income, and place, and go to the next page.
After that, all the personal details like name, address, national identity card number, VAT registration number (if any), etc., need to provide correctly and confirmed. The e-TIN will be ready in no time.
All the information, including photos, will automatically be verified using the national identity card number. The prepared TIN certificate can be printed immediately. Or it can be saved as a PDF, which can be printed later. So, you just got your TIN certificate. You don’t need to pay any penny to complete the whole process.

How to recover an e-TIN ID?
If your TIN certificate is lost, you can recover it online using your user ID and password. Since we log in to the portal once in a while, it is normal that you may have forgotten your ID and password too. Don’t worry; you can recover those too.
To recover your user ID or password, go to https://www.incometax.gov.bd/TIN Home and click on Forgot Password. Next, select Forgot My User Name and Forgot My Password. On the next page, you will need to provide the mobile number you used to register the TIN certificate. After that, you will be asked the security question you used during the registration. If your answer is correct, you will get a 4-digit code on your mobile via SMS. Put the code and verify your mobile number.
In the next step, enter the 4-digit code received on the mobile and re-enter your mobile number and submit. You will see the user ID of your TIN account as soon as you submit it.
To recover the password, click on Forgot Password menu again and select the Forgot My Password option and click on the Next button. Enter the User ID found in the previous step and put the Verification Letters, and click Next.
You will receive 4-digit verification to your mobile via SMS. Enter the verification code and click Recover My Account. Next, you will see a page to change the password. Enter a new password here with at least 4 Letters/Numbers.
In many cases, some people do the TIN registration through someone else. Because of this, they might have registered TIN with their mobile number. In this case, you can contact that person and take his help. Moreover, you can call the helpline of NBR and inform them about your problem and know the username of the e-TIN website. If this is also not possible, contact the tax office with a photocopy of your TIN number, if known, and one copy of your National Identity Card.

Mandatory Returns Submission: FM’s gambit may fall flat for other reasons
Government's move to increase income tax collection by making income tax return submission mandatory for every Taxpayers Identification Number (TIN) holder might not have that significant an impact on revenue collection for the national exchequer.
"There is an inbuilt system in the law that TIN holders will submit their returns, this new proposed system will remain a call, it does not seem that a good number of TIN holders will be responding," former National Board of Revenue (NBR) chairman Muhammad Abdul Mazid told UNB.
A senior NBR official also said that due to understaffing the revenue collection agency may anyway fail to get the whole fruits of this proposed law.
Finance Minister AHM Mustafa Kamal while placing the budget proposal for the 2020-21 fiscal proposed to amend the Income Tax Ordinance to make submission of tax return mandatory for all TIN holders.
"When comes into force, this provision will potentially seal the scope of tax evasion, and significantly increase the number of return filers," he said in his budget speech in Parliament on Thursday last.
