Deputy Minister for Education Mohibul Hasan Chowdhury, in absence of Education Minister Dr Dipu Moni, moved the bill in the House, and it was passed by voice vote.
The passed bill amended the previous act enacted on 2010. The proposed law was brought as per an agreement signed between the government of Bangladesh and Unesco in 2016.
As per the agreement, the member secretary of the Institute’s board of directors will be its director , but now the Director-General (DG) of the Institute is the Head and member secretary of the board of directors which is conflicting, according to the bill.
Under the proposed law, a six-member Board of Directors will be formed with the Education Minister or his/her representative will be Chairman of the board.
Bangladesh Unesco National Commission, Dhaka or its representative will be the Secretary General of the board.
The other representatives of the board will be the Secretary of the Primary and Mass Education Ministry, Secretary of the Cultural Affairs Ministry, nominated representatives from Unesco member states and a representative nominated by the Unesco Director General.
