Delivering a speech at Georgia State Senate meeting on Monday, Cai said since the outbreak of the novel coronavirus, the Chinese government has been taking the most comprehensive and rigorous prevention and control measures with a high sense of responsibility for people's health and well-being.
"The whole country is working together and all walks of life are mobilizing their resources," Cai said.
He told the audience that in the fight against the epidemic, China has demonstrated the strength of its governance system.
"For instance, the construction of Huoshenshan Hospital in Wuhan city, a dedicated hospital with 1,000 beds, was completed in a few days and many other hospitals are under rapid construction."
The Chinese diplomat said that the fight against the coronavirus outbreak shows again that we live in a shared community where people are highly interlinked and interdependent. "We should work together to fight the epidemic. Many countries have expressed understanding and support to China through various means."
Cai said many international organizations, countries and ordinary people have donated medical supplies to China. "I firmly believe that with the support of all friends around the globe, we are not far from winning the battle," he continued.
Cai said it's understandable that people have concerns or fear, adding that facts and science should rise above rumor and speculation.
"The WHO continues to have confidence in China's capacity to control the outbreak and opposes travel or trade restrictions on China. Overreacting or spreading fear certainly runs counter to WHO advice and global efforts against the coronavirus," he added.
