India to raise spending on job creation ahead of election
Indian Prime Minister Narendra Modi’s government presented to Parliament on Wednesday an annual budget of $550 billion that calls for ramping up capital spending by 33% to spur economic growth and create jobs ahead of a general election next year.
Finance Minister Nirmala Sitharaman said private investment was rising after the pandemic and the government should focus on driving growth.
India’s economy is projected to grow 7% in the fiscal year ending in March. The government forecasts growth of 6%-6.5% next year.
The country's population is expected to overtake China's in size this year, and its economy last year surpassed that of the United Kingdom to become the world's fifth largest.
But despite steady economic growth, the Modi government has struggled to quash unemployment concerns and is under pressure to generate enough jobs, especially as it faces key state polls this year and a general election in 2024, which it is favored to win.
“The budget makes the need once again to ramp up the virtuous cycle of investment and job creation,” Sitharaman said.
According to the Center for Monitoring Indian Economy, the unemployment rate stood at 8.3% in December, up from 6.5% in January 2022.
The government is aiming for a budget deficit of 5.9% of India's gross domestic product for the 2023-24 financial year, lower than the 6.4% for this fiscal year.
Despite worries that the world economy is headed for a slump, the finance minister she was confident the country's future was bright. “India is on the right track,” she said.

Apart from raising capital spending on construction of schools, airports, heliports and other infrastructure to $122 billion, the budget extended a $24 billion scheme to provide free grains to vulnerable households for one year.
The government will also increase by 66% its spending on providing affordable housing to the urban poor, Sitharaman said, and prioritize “green growth” with a $4.3 billion investment towards helping India meet its goal of going carbon neutral by 2070.
The budget also announced new tax relief measures aimed at bringing some respite for India's large middle class. But it slashed spending by 30% on India's rural jobs program, a boon for the country's most vulnerable, triggering criticism from activists and the opposition.
On Wednesday, Modi praised the budget as laying a strong “foundation for the aspirations and resolutions of a developed India," and said the government's investment into infrastructure has increased by more than 400% since 2014 when he first became prime minister.
Sitharaman's budget speech was briefly interrupted by opposition lawmakers chanting “Adani, Adani,” after a tussle between Indian billionaire Gautam Adani and a U.S.-based short-seller dominated headlines this week.
Political opponents have urged India's market regulator to investigate Adani after the short-selling firm accused his conglomerate of stock market manipulation and accounting fraud. The allegations led investors to dump Adani-related shares, wiping out tens of billions of dollars worth of market value for his business empire.
Critics of the 60-year-old billionaire say his rise has been boosted by his apparent close ties to Modi. The Adani Group has denied the allegations.
The budget requires approval from both houses of Parliament, but it is bound to be enacted as Modi's party holds a strong majority.

3 DSCC officials suspended over irregularities
Dhaka South City Corporation (DSCC) has terminated three of its officials on charges of corruption and irregularities.
The sacked officials are Md Rabiul Karim Khan, Customs, Excise and VAT officer of Zone-1 , Ruhul Alam, store keeper of Dhaka Metropolitan Shishu Hospital and Mohammad Ramzan Ali, rent assistant of Zone-4.
The city corporation, in an official order signed by its secretary Akramuzzaman, suspended three officials on Monday.
The action was taken against the officials following investigations that found evidence of their involvement with the corruption.
Recently the DSCC mayor has declared a "zero-tolerance policy" against all forms of corruption to ensure proper public services.

23 job-seekers held for cheating in recruitment test of Ctg Customs
Twenty-three job seekers were arrested in connection with cheating in a recruitment test for the post of sipahi of Chattogram Customs over the past couple of days.
According to Chattogram Customs, a total of 3,344 job seekers sat for the written test against the 98 vacant posts on December 22.
Some 350 examinees, who passed the written exam, were asked to face the viva on December 26, 27 and 28.
The customs authorities detained 18 fake job-seekers on Tuesday and five on Wednesday when they appeared before the viva boards.
The job-seekers succeeded in the written exams through forgery which was identified during the viva.
Later, the detainees were handed over to Pahartali Police station.
Earlier on the day of the written exam, the customs authorities also detained seven more job-seekers for forgery and later handed them over to Khulshi police station.
According to the case statement, differences were found between the writing of the written test and signatures during the viva of the arrestees.
Besides, the passed students could not answer the questions made from the written question papers.
Primarily the arrestees admitted that they succeeded in the written test through others in exchange of Tk10,000 to 80,000.
Rozina Khatun, officer-in-charge of the concerned Pahartali police station, said two separate cases were filed in this connection.
Of the cases, 23 people were sued as identified (those arrested) and 23 unnamed others were also sued, she said.

85 election officials won’t get back job: Appellate Division
The Appellate Division has scrapped a decade-old judgment pronounced by the Administrative Appellate Tribunal, due to which 85 upazila election officials who were recruited during the BNP-Jamaat alliance government won’t be getting their jobs back.
A six-member bench headed by Chief Justice Hasan Foez Siddiqui pronounced the judgment on Thursday, accepting the state’s appeal against the tribunal’s decision.
During the hearing, Attorney General AM Amin Uddin and Additional Attorney Generals Sheikh Mohammad Morshed and Mohammad Mehedi Hasan stood for the state, while lawyers AF Hasan Arif, Prabir Niyogi, Salah Uddin Dolon and Kamrul Haque Siddiqui represented the plaintiffs.
According to the court, the BNP-Jamaat government appointed a total of 327 upazila election officials through the Public Service Commission (PSC) on September 3, 2005. The recruitment stirred widespread controversy which led to an evaluation of the officials by the caretaker government in 2007.
The evaluation resulted in dismissal of 85 election officials.

The sacked officials filed a case against the government decision with the Administrative Appellate Tribunal and got rejected. However, on April 12, 2010, the tribunal accepted an appeal filed by the ex-election officials and pronounced a judgment in favor of their reinstatement.
The prosecution filed a total of four leave to appeal after the tribunal’s judgment, based on which a chamber court of the Appellate Division stayed the effectiveness of the tribunal’s judgment and sent the case to a full bench of the Appellate Division on April 29, 2010.
In 2011, the prosecution filed another appeal, which started the hearing process that was concluded on August 28, 2022.
