Actress Jaya Ahsan, Avoyaronno, and Peoples for Animal Welfare filed the writ petition.
Advocate Sakib Mahmud, who filed the writ petition on behalf of the Animal Welfare organisations, said stray dogs cannot be removed from the city according to the Section 7 of Animal Welfare Act 2019.
The writ petition also sought a HC rule seeking explanation why the DSCC’s decision should not be declared illegal, he said.
Secretaries to the Department of Livestock Services, Health and Family Welfare Ministry, Law Ministry and DSCC were made respondents, Mahmud said.
The HC may hear it next week, he added.
The writ has been filed as DSCC recently started to shift stray dogs from the city corporation area claiming that they are spoiling the city.
