Two children were tied to a tree and tortured over allegations of stealing a mobile phone in Madan upazila of Netrokona district.
Police rescued the two children when the video footage of the incident went viral on the social networking site Facebook.
The incident took place near the Agriculture Office of Madan municipality on Wednesday, said Mohammad Nahid Hasan, officer-in-charge of Madan Police Station.

A written complaint was lodged with Madan Police Station over the issue on Thursday.
Police arrested two people identified as Sukel Mia, 26 and Joynal Mia, 20 in connection with the incident on Thursday.
Police said three mobile phone sets were stolen from a bus parked in front of Madan Municipality around 2 am early Wednesday.
Later, two children—aged between 12 and 13, hailing from Changaon union of the upazila, were taken to the spot, tied to a coconut tree and beaten up, said the OC.
Seeing the video footage of the torture, police rescued the children and sent to a local hospital.
