The bench of Justice Md Ashraful Kamal and Justice Razik-Al-Jalil passed the order after hearing three writ petitions in this regard.
Advocate Salah Uddin, Md Siddik Ullah Mia and Abdus Sattar Palowan, Md Monirul Islam Rahul and Suhrawardi Saddam stood for the writ petitioners while Deputy Attorney General Wayes Al Haruni represented the state.
In 34th and 35th BCS examinations, 2,158 and 2,159 candidates were recommended respectively for different posts.
Twenty-seven of the candidates who are yet to get appointment filed the writ petitions, said Wayes Al Haruni.
They failed to get appointments as their age limit for the government job expired when the results were published.
Following the writ, the HC had issued a rule seeking explanation as to why inaction to appoint the candidates should not be declared illegal.
It had also wanted to know in the rule why the government should not be directed to take steps for publishing their names in gazette.
