Dhaka Metropolitan Police (DMP) has imposed restriction to carry all types of licensed firearms in various residential hotels, restaurants, public gatherings and festivals in Dhaka city on New Year's Eve, from 6:00 pm on 31 December in 2023 to 5:00 am on January 1 in 2024.
Besides, the DMP also restricted any kind of fireworks, firecrackers and lanterns shall not be allowed to be bought or sold anywhere during the times.
The DMP has given the directives for the interest of maintaining security and law and order in Dhaka city in the eve of 31st night (December 31).
On the night of 31 December, the city dwellers will spontaneously participate in various joyous festivals in different areas of Dhaka city to welcome the English new Year 2024. But some unruly people will be involved in some activities, which are against their own culture, values and tradition, the DMP said.
Some people do this by bursting firecrackers, fireworks, flying lanterns, misbehavior, reckless driving of cars and motorcycles and create untoward situations by causing accidents on the roads.
Considering the circumstances, DMP Commissioner Habibur Rahman has requested all concerned to cooperate in maintaining law and order by complying with some instructions.
In the interest of overall security and law and order of Dhaka city, no kind of meeting or festival can be held at road junction, flyover, street and open places. No event, gathering, dance, song or any cultural event can not be held in open places.
No outside people or vehicle will be allowed to enter Dhaka University area after 06:00 PM. Only vehicles with Dhaka University stickers will be allowed to enter subject to identification.
The teachers-students-officers and employees living in the Dhaka University area shall return to their respective areas by 08:00 PM on 31 December and in case of entry after 08:00 PM, they will have to show their identity cards to the on duty policemen.
Outsiders will not be allowed to enter Gulshan, Banani and Baridhara areas after 08:00 PM. However, respectable citizens living in the area will be able to enter through Kamal Atatürk Avenue (Kakoli Crossing) and Mohakhali Amtali Crossing subject to identification after the scheduled time.
Similarly, city dwellers who do not live in Gulshan, Banani, Baridhara and Dhaka University residential areas have been discouraged from visiting those areas during the time frame for the sake of overall security.
No gathering or function shall be held in Hatirjheel area after 06:00 PM and no one will stay there stopping vehicle or parked.
Residents living in Gulshan, Banani and Baridhara areas are requested to return to their respective areas by 08:00 PM on 31 December.
No bar in Dhaka city can be kept open after 06:00 pm on 31 December 2023.
Residential hotels will be able to organize events under their own management on a limited basis.
