The anti-graft body came up with the observations in the report of its survey titled ‘Preparations to face 2019 floods and observation of transparency in relief work’ released at its Dhanmondi office in the city on Sunday.
The TIB has found some shortcomings such as lack of initiative to shift flood-affected people to safe places, insufficient shelter centres, damage to embankments for lack of repair, lack of preparedness and lack of coordination among NGOs in relief distribution at the union level during floods this year, said a press release.
It also suggested 18 recommendations to overcome the shortcomings. These include establishing sufficient shelter centres, taking preparedness, issuing flood warning 24 hours before its strikes, taking proper planning and preparations to shift vulnerable people to safe places and repairing embankments before the monsoon.
The TIB conducted its survey in 683 houses under 20 unions of worst-affected five districts between July 31 and August 7.
