Its dedicated staff and well-organised departments are designed to assist citizens promptly and effectively, ensuring that every individual receives the support they need with utmost care and professionalism.

Recently, journalists from 28 countries across the Asia-Pacific and Eurasian regions visited the Beijing Municipal Government Service Center and the 12345 Citizen Hotline Service Center to observe their effective and efficient services provided to both residents and international visitors.

Since 2020, Beijing has enhanced its role as a hub for international exchange by launching a multilingual web portal available in nine languages, including English, Korean, Japanese, German, French, Russian, Spanish, Arabic, and Portuguese.

This user-friendly portal provides a comprehensive range of city services for foreigners and international businesses, covering areas such as payments, transportation, education, daily life, tourism, and business registration.

In March 2024, Beijing's official website underwent a comprehensive upgrade, expanding its role beyond service delivery to highlight the city’s charm, vibrancy, and myriad opportunities.

In addition, by browsing the 'Events Calendar,' users can effortlessly view upcoming activities, events happening today, or within a specific time frame. This feature enables residents and visitors alike to stay informed and actively participate in the vibrant cultural and social life of the city.

During their visit, journalists gained firsthand insights from officials representing various service windows, such as the Information Inquiry Service for Corporate Bankruptcy and the Legal and Compliance Information Inquiry Services for Corporate IPOs.

An official from the Legal and Compliance Services window explained that the initiative was primarily launched to improve service quality. In this window, they integrated sixteen other service units to reduce processing times, and as a result, public satisfaction has significantly increased.

Another official from the Loan Service Center mentioned, "We mainly handle bank loans. We offer both online and offline services, allowing clients to visit the office in person or complete the necessary paperwork online. Before providing a loan, we thoroughly scrutinize the background of the enterprise," she added.

One of the journalists expressed his impressions, stating that the authorities are truly providing excellent services through the Beijing Municipal Government Service Center and the 12345 Citizen Hotline Service Center. "I am pleased with how they serve both national citizens and foreigners. However, what really impressed me is the 'Sign Language Service Seats' desk—a dedicated space where autistic individuals and those unable to speak receive specialized assistance."

Additionally, the Beijing Government Service Center offers a dedicated webpage called 'Quick Guide Services,' providing easy access to the most frequently requested services such as transportation, purchasing park tickets, and obtaining SIM cards.

This initiative highlights the center’s commitment to inclusive and convenient public service.

12345 Citizen Hotline Service Center

Recognising the high demand for prompt assistance, the Beijing Government Service Centre launched its Hotline Service Centre in 2019. Employing a dedicated team of around 1,700 staff members, the hotline provides swift responses to public enquiries and concerns.

When asked about the primary focus of the hotline, an official said that it mainly handles public complaints, ensuring citizens' voices are heard and addressed efficiently.

Besides, through the "12345 Online" platform, foreign nationals can submit questions and concerns, which are quickly directed to and managed by relevant government departments in Beijing.

Over the past year, nearly 2,000 foreign-related enquiries have been received through Beijing 12345 Online.

Another official stated, "By focusing on fulfilling citizens' needs and continuously enhancing service quality, we are committed to moving forward. Through innovative initiatives and dedicated efforts, the Beijing Municipal Government aims to create a more accessible, efficient, and responsive environment that truly prioritizes the well-being of all its citizens. Together, we strive to build a future where every individual’s needs are met with care and professionalism," she added.
