The UN agency for Palestinian refugees blamed the deterioration of law and order largely on Israeli policies. Philippe Lazzarini, head of UNRWA, said the Kerem Shalom crossing route is too dangerous, citing armed gangs looting trucks. The crossing is Gaza’s main point for cargo aid deliveries, especially after the closure of the Rafah crossing in May.
Lazzarini posted on X, holding Israel accountable for the disruption of aid operations, citing its political decisions, unsafe aid routes, and targeting of the Hamas-run police force, which previously ensured public security.

Israel has not responded to the UN's announcement but claims it allows sufficient aid into Gaza, blaming UNRWA and other agencies for failing to distribute it. Israel has also accused UNRWA of allowing Hamas infiltration, which the agency denies.
