Justice Md Khasruzzaman and Justice Md Mahmud Hassan Talukder’s bench issued the rule after hearing a petition filed by Barrister Sanzid Siddique.
The bench also asked the government to explain why directives should not be given to take steps to remove irregularities and problems existing at the three child development centres in the country.
Secretary to the Home Ministry, Social Welfare Ministry, Director General of the Department of the Social Services (DSS), deputy commissioner of Jashore, Jashore SP, and the authorities concerned of Jessore Child Development Center have been made respondents to the rule which is returnable in four weeks.
On August 13, three juveniles were killed and at least 15 others were injured when juvenile prisoners were beaten at the centre.
Roka Mia, father of one of the victims, filed a murder case at Jessore Kotwali Police Station on August 14 accusing the centre’s authorities.

Supervisor (Assistant Director) Abdullah Al Masud, Assistant Supervisor (Probation Officer) Masum Billah, and Physical Instructor AKM Shahanur Alam were remanded for five days and Psycho Social Counselor Mushfiqur Rahman and Technical Instructor (Welding) Omar Farooq were remanded for three days.
The Ministry of Social Welfare suspended the five officials.
Lawyer Siddique issued a legal notice to the government to pay Tk 5,000,000 each to the families of the three teenagers.
