Terming the ongoing movement over citizenship law in India an internal issue, Road, Transport and Bridges Minister Obaidul Quader on Thursday said refraining from inviting Indian Prime Minister Narendra Modi to join the birth centenary programme of Bangabandhu Sheikh Mujibur Rahman would have been an act of ingratitude.
