Congressman Joe Wilson, the Co-Chair of Bangladesh Caucus at the US Congress, has praised Bangladesh’s impressive economic progress and said that the United States is looking forward to expanding trade ties and creating job opportunities for people of both the countries.
Wilson, a congressman elected from South Carolina, was speaking as the chief guest at a reception hosted by Bangladesh Embassy in Washington DC on Thursday (July 20) evening to celebrate the long-standing partnership between Bangladesh and the US.

Former congressman Jim Moran also spoke on the occasion.
While appreciating Bangladesh’s economic development, Congressman Wilson mentioned the country’s strides to move towards a trillion dollar economy, and achievements in reducing poverty.
Bangladesh is an important country in South Asia and its people are hard working, Wilson said, and added that he introduced a resolution in the House of Representatives this week commending Bangladesh for hosting the Rohingyas.

Brian Luti, Director for South Asia Regional Affairs, the National Security Council, said the United States recognizes, respects and supports Bangladesh’s guiding principle: “Friendship to all and malice to none.”
The US simultaneously respects Bangladesh's national security and sovereignty, as well as international laws and principles enunciated by the UN charter, he said.
Alternate Executive Director of World Bank Dr. Ahmad Kaikaus, ambassadors of Malaysia, the Maldives, Sri Lanka and Sudan as well as diplomats of different countries, senior officials of the US government and State Department, academicians and members of the civil society joined the reception.
On the occasion, traditional Bangladeshi handicrafts were displayed and Bangladeshi foods were served to the guests.

Bangladesh Overseas Employment and Services Limited (BOESEL) is offering Bangladeshi jobs in the ICT sector in Australia. Under the management of BOESEL and under the supervision of Australian company Sterning Group, Australia, IT specialists will be employed in the IT sector in various Australian companies to perform virtual work in Bangladesh as IT specialists.

Job opportunities in RMG sector to shrink for growing automation: Speakers
Speakers at a virtual dialogue on Tuesday said though there is huge potential to boost the country’s apparel export in future, the employment generation would be shrunk in the readymade garment (RMG) sector due to the growing use of automation in the fourth industrial revolution (4IR) era.
Since the RMG sector will go through a massive change in the next 7-8 years for the situation given by the Covid-19 pandemic and the Bangladesh’s graduation into a developing country. So, it is time to make prepare the sector, particularly its workers by upskilling and reskilling them, for the changed future, they said.
Citizen’s Platform for SDGs Bangladesh and Christian Aid Bangladesh jointly arranged the dialogue titled “Bangladesh’s RMG Sector and Workers: Anticipating the Future” in a virtual platform.
Dr Abdur Razzaque, Chairman of Research and Policy Integration for Development (RAPID) said Bangladesh uses some 140 workers to make readymade garments of US$ 1 million, But China and Vietnam use only 48 workers and India and Cambodia use 75 workers.
“So, the use of automation and advanced technology would rise massively soon in Bangladesh. That means our apparel export will be increased by 30-40 billion in future, but the sector may not generate new employments,” he said.
Dr Razzaque, also Director of Policy Research Institute (PRI), said Bangladesh has a lot of opportunities to export RMG goods to the European Union, the United Kingdom and the United States in future.
Prof Rehman Sobhan, Chairman of the Centre for Policy Dialogue (CPD) said the workers fell into various uncertainties due to the fallout of the Covid-19 pandemic.
So, the state, garment entrepreneurs and worker leaders, researchers and civil society will have to lead collectively to ensure the rights of workers, he said putting emphasis on strengthening coordination among the labour unions.
Convenor of Citizen’s Platform Dr Debapriya Bhattacharya, who presided over the dialogue, said the RMG sector is going through changes centering 3Ps –product, production and productivity. The handling 3Ps would be a big matter for Bangladesh in future, he said.

“Now Bangladesh should pay its utmost attention to the workers in the changing situation,” he said adding that the real income and non-wage benefits of workers, education and health of the future workforce will be taken into consideration giving focus on the women worker.
Dr Debapriya said it is essential to create an emergency fund for the workers to bring them under a universal social protection coverage in any difficult time.
Prof Mustafizur Rahman, a distinguished fellow of CPD, said the RMG sector will go through a radical change in the next 7-8 years.
“The country’s apparel sector can’t survive in the global completion without going for automation and modernization,” he said.
Bangladesh needs to promote the light engineering sector to generate new employment in future, he said.
Former BGMEA president Dr Rubana Huq said the light engineering sector has a huge potential. “So, it is high time for us to make investment in the light engineering sector. We should design a mid-term plan, not long-term plan over how we can go to the light engineering sector,” she added.
Dr Rubana Huq put emphasis on the preparation for the potential changes in the RMG sector in the 4IR era.
Towfiqul Islam Khan, Senior Research Fellow of CPD, presented the report of a study conducted over 500 RMG workers’ households in four districts --Dhaka, Chattogram, Gazipur and Narayanganj—in June last focusing the workers’ dealing with the aftermath of Covid-19.
During the first wave, two-third of the workers did not receive the salaries on time and even woven and sweater factories struggled more in paying dues to workers, according to the study.
Besides, more than half of the RMG workers experienced reduction in overtime during the first wave compared to the pre-Covid period, said the study.

India's Modi to unveil $1.35 trillion infrastructure plan
India will soon launch a $1.35 trillion national infrastructure plan that will boost the country’s economy, Prime Minister Narendra Modi announced Sunday as part of independence day celebrations, reports The Washington Post.
Wearing a flowing bright saffron-colored turban, Modi addressed the nation from New Delhi’s 17th century Mughal-era Red Fort to mark the 74th anniversary of India’s independence from British rule. He said the infrastructure plan will create job opportunities for millions of Indian youth.

“It will help local manufacturers turn globally competitive and also develop possibilities of new future economic zones in the country,” he said.
India’s economy, pummeled by the coronavirus pandemic, contracted 7.3% in the fiscal year that ended in March. Economists fear there will be no rebound similar to the ones seen in the U.S. and other major economies.
In his 90-minute speech, Modi also listed his government’s achievements since 2014 and hailed India’s coronavirus vaccination campaign.
“We are proud that we didn’t have to depend on any other country for COVID-19 vaccines. Imagine what would have happened if India didn’t have its own vaccine,” he said.
India has given more than 500 million doses of vaccines but its vaccination drive has been marred by its slow pace. About 11% of eligible adult Indians have been fully vaccinated so far.
Modi also said India was committed to meeting targets for the reduction of its carbon footprint. He said his government would invest more in electric mobility, solar energy and “green hydrogen” — which does not emit carbon dioxide — as part of its goal to make India energy independent by 2047.
Modi began his speech by praising India’s athletes who took part in the recently concluded Tokyo Olympics. India won one gold, two silver and four bronze medals at the games.

WB okays $250 million for Bangladesh to respond to COVID-19 pandemic
World Bank has approved $250 million to help Bangladesh create more and inclusive jobs and effectively respond to the COVID-19 pandemic for a faster recovery and stronger resilience to future crises.
The Third Programmatic Jobs Development Policy Credit—the last in a series of three credits— is supporting the government of Bangladesh to develop a stronger policy and institutional framework to modernize the trade and investment regime; improve social protection for workers; and help youth, women and vulnerable population access quality jobs, according to a release from World Bank.

It will also support informal micro-entrepreneurs in recovering from the shock by extending micro-finance facilities.
Overall, it will support government programs to protect over 5 million jobs as part of the government’s near-term response to the crisis, while laying the groundwork to accelerate recovery and build resilience.
This program will also help streamline business and investment services, reducing the cost of starting a business. Further, it supports reforms to align the skills development sector with labor-market demands.

“Job creation remains central to Bangladesh’s development objectives. While Bangladesh has had strong economic growth in recent years, the pace of job creation has slowed, especially in the manufacturing sector. The COVID-19 pandemic increased the challenges, and the poor and women were hardest hit,” World Bank Country Director for Bangladesh and Bhutan Mercy Tembon said.
She said that this financing will help Bangladesh create more and better jobs and expand support for both formal and informal workers affected by COVID-19 crisis.

This financing will support the government in its efforts to protect the earnings of workers affected by the COVID-19 crisis and enable firms to continue paying their workers’ wages.
“Although income and job losses due to the pandemic impacted people from all walks of life, women are most at risk of exiting the job market,” World Bank Lead Economist and Task Team Leader for the Project Aline Coudouel said.
He said that this series of programs promoted quality daycare for children in a bid to bring more women to the job market and supported actions to create a more inclusive labor market, for women, youth, and migrants.

With this program, the total World Bank’s financing to the Programmatic Jobs Development Policy Credit series stands at $750 million.
The credit is from the World Bank’s International Development Association (IDA), which provides concessional financing, has a 30-year term, including a five-year grace period. Bangladesh currently has the largest ongoing IDA program totaling over $14 billion.
