Rampal’s unit-1 to resume power generation Wednesday under 'test run'
Unit-1 of the 1329MW Rampal Coal-fired power plant will resume production from Wednesday (February 15, 2023), still under a test run that started in August before being discontinued last month.
According to official sources, Unit-1, having 660 MW capacity, was forced to shut down on January 14 due to shortage of coal supply.
The authorities of the power plant were unable to open any letter of credit (LC) to import coal due to the dollar crisis.

After a lot of persuasion at the government’s policy level, LC-opening was allowed for importing coal and the supplier sent a consignment of 30,000 metric tons.
“The imported coal reached the jetty of the power plant on February 9 and now we are set to resume operation at the unit-1 of the plant from Wednesday,” said Anwarul Azim, deputy general manager of the Bangladesh-India Friendship Power Company Limited (BIFPCL) told UNB.
The BIFPCL, a joint venture of Indian state-owned NTPC and Bangladesh Power Development Board (BPDB), is the owner and operator of the Rampal power plant.

The official said another that another consignment of 50,000 MT of coal is also coming to the country soon. He also informed that the plant’s unit-2 is expected to come into operation in June this year.
Sources said though the unit-1 is now under test run as the BPDB which has a power purchase agreement (PPA) with the BIFPCL has not given the go-ahead yet for start of the commercial operation of the plant.
Meanwhile, BIFPCL officials said that State Minister for Power, Energy and Mineral Resources Nasrul Hamid is expected to visit the plant on Thursday.

Maitree Super Thermal Power Plant in Rampal a concrete manifestation of India-Bangladesh friendship: Pranay Verma
Indian High Commissioner to Bangladesh Pranay Verma today visited the Maitree Super Thermal Power Plant at Rampal, being built with funding from the Indian government’s concessional financing scheme with an outlay of about US$ 2 billion.
Majority of the amount is being provided by India’s EXIM Bank.
The plant uses ultra super critical technology and is equipped with state-of-the-art facilities.
Phase-I of the 1320 MW power plant was inaugurated by the Prime Ministers of India and Bangladesh in September 2022 and has already started supplying electricity to the national grid of Bangladesh.
Phase-II of the project is expected to be completed shortly, officials said.
Energy cooperation is an "important component" of India-Bangladesh development partnership and the Maitree Super Thermal Power Plant is a concrete manifestation of the deep-rooted friendship and cooperation between India and Bangladesh, said the Indian High Commission in Dhaka.
Pranay Verma visits Rupsha Rail Bridge
On February 3, the Indian high commissioner visited the Rupsha rail bridge which is expected to "boost trade and connectivity" for not only Bangladesh but also for the entire sub-region.
The bridge is being developed under the Indian government’s concessional line of credit (LOCs) extended to the Bangladesh government.
During his two-day visit to Khulna division on February 3-4, High Commissioner Pranay Verma will be visiting some of the important connectivity projects which are being developed under the Bangladesh-India development partnership.
The total length of the Rupsha bridge is over 5km and the cost of constructing the bridge is US$ 169.26 million.

The bridge has been constructed over the Rupsha river, and its construction was a challenging engineering feat as it required use of specialized technology for piling work, said the Indian High Commission in Dhaka on Friday night.
The bridge also has additional features for ensuring navigation safety and the navigational clearance is more than 18m from standard high-water level.
India is Bangladesh’s largest development partner in South Asia.
India has already committed LOCs worth nearly US$ 8 billion to Bangladesh.
The bridge is a visible example of the India-Bangladesh development partnership, said the High Commission.
The Rupsha railway bridge and the Khulna-Mongla port rail line will greatly facilitate transportation of goods, and enhanced connectivity and accessibility to Mongla Port will improve market access for local businesses including for agricultural produce in the region. It is also expected to positively impact tourism to prominent spots in the southwestern part of Bangladesh.

Hasina, Modi jointly unveil Rampal Power Plant’s unit 1
Prime Minister Sheikh Hasina and her Indian counterpart Narendra Modi today (September 6, 2022) jointly unveiled unit 1 of Maitree Super Thermal Power Project in Bagerhat’s Rampal.
Constructed under India’s concessional financing scheme, the project will add 1320 MW to Bangladesh’s national grid.
Earlier, Hasina and Modi witnessed signing of seven bilateral instruments after holding talks at Hyderabad House in India’s capital city.

The first unit of the Maitree Super Thermal Power Plant will go into commercial operation early October, in a major stride in growing Bangladesh-India power sector cooperation, an official told UNB.
Unit 1 of the 1320 (2x660) MW coal-fired power plant in Rampal was successfully synchronized with the national grid on August 15.
Once both units are commissioned, Rampal power plant will be one of the largest in Bangladesh, Subhash Chandra Pandey, project director of Bangladesh-India Friendship Power Company (Pvt.) Limited, told UNB.

Unit 2 of the power plant, also known as Rampal coal-fired power project, is expected to be commissioned early next year, he said.
Rampal power plant is being set up at a cost of approximately US$ 2 billion and is located in the Bagerhat district of Khulna division, said an official describing the project features in detail.
It is being built by Bharat Heavy Electricals Limited (BHEL) for the Bangladesh-India Friendship Power Company Private Ltd. (BIFPCL), a 50:50 joint venture company between India's National Thermal Power Company (NTPC) Ltd and Bangladesh Power Development Board (BPDB), said the officials.

The project director said the Rampal power plant is being set up with super critical technology to actively mitigate environmental impact.
Construction of an advanced ship un-loader for coal as well as a fully covered coal stock yard, along with use of high grade imported coal with low Ash and Sulphur content, among other measures, are in place, he said.
On April 6, the 400 kV GIS switchyard and interconnecting transformer of the Rampal power plant was energized.

Power transmission from Payra and Rampal plants to Dhaka to wait for another 7-8 months
The transmission of electricity from newly built Payra and Rampal plants over Padma River to Dhaka's Aminbazar has to wait for at least 7-8 months.
Work on construction of a high voltage 400 kV double-circuit power transmission line to cross mighty river through Padma Bridge is yet to be completed. BPDB, meanwhile. counts huge financial loss.
According to official sources, the Power Grid Company of Bangladesh (PGCB) had undertaken the 164.6 km long Aminbazar-Maowa-Mongla transmission line project in 2016 at a cost of Tk 2505.37 crore.

Rampal Maitree power project “to be commissioned in Dec”
The first unit of 1320MW Maitree Power project in Rampal will be commissioned in December next, coinciding with the Golden Jubilee celebration of Bangladesh’s Victory Day.
The second unit of the project is expected to be commissioned matching with the implementation of the associated transmission system.
The project is an environmentally friendly supercritical technology-based thermal power plant, said the Press Information Bureau of India on Tuesday.

Secretary (Power), government of India, met Secretary (Power), Bangladesh on Tuesday through videoconferencing to discuss the issues related to 1320MW Maitree Power project.
This meeting was convened shortly after the 8th high-level monitoring committee meeting held on June 17 during which certain critical issues were identified that required to be addressed for the timely commissioning of unit number 1 in December next.
The meeting was attended by senior officials, including the officials from Ministry of Power (MoP), Ministry of External Affairs (MEA), High Commissioner of India in Bangladesh, Department of Heavy Industries (DHI), Central Electricity Authority (CEA), NTPC Ltd. BHEL and BIFPCL.

The Covid situation since March 2020 has presented enough challenges to the people of both the countries and have affected the implementation of the Maitree project, and both sides are putting in their best efforts to complete the project in time.
The Bangladesh side was assured that BHEL and BIFPCL are confident to meet the timelines, with support from the government of Bangladesh regarding the entry permission and Visa approvals for the highly-skilled expat manpower from India, customs related issues/imposition of advance income tax (AIT) after latest SRO 126, court case against BHEL employees posted at Maitree site & in offices in India and vaccination of the workforce.
Secretary (Power) of Bangladesh assured of the necessary support for completion of the project in time and appreciated the progress made by the project so far, despite the COVID constraints since last year.

Both sides also discussed the date of the meeting of the next JWG/JSC for the India-Bangladesh Cooperation in power sector. It has been decided to hold the JWG/JSC meeting in the 3rd week of September 2021.
The Indian power secretary thanked the Bangladesh side, and expressed gratitude for the support committed by his Bangladesh counterpart.
