"Expansion work of Sylhet metropolitan has started already and there is significant progress. It will be possible to see a planned development once Sylhet Development Authority is established," he said.
To make that happen, Dr Momen said, they need a law in place urgently.
The Foreign Minister was addressing a discussion on "Sylhet Development Authority Law (draft)" at Foreign Service Academy.
State Minister for Housing and Public Works Sharif Ahmed presided over the meeting.
Former Education Minister Nurul Islam Nahid, AL leaders, business leaders and Housing and Public Works Secretary Shahid Ullah Khandaker spoke.
The initiative was taken to establish Sylhet Development Authority through a law for converting Sylhet metropolitan as a modern and attractive city ensuring planned development.
The meeting urged all to give suggestions in written, if any, on the draft law by the next 10 days. The draft of the law has already been prepared.
Dr Momen expressed his optimism that the law will be enacted within the ongoing Mujib Borsho following all the procedures and sought support from all to expedite the process.
"The government of Prime Minister Sheikh Hasina is the government of people and the government of grassroots people," he said.
That is why, the decision was taken to discuss with all before finalization of the law.
