NTRCA to oversee recruitment and MPO registration if necessary: Education Adviser
Education Adviser Prof Dr Wahiduddin Mahmud has said that there are major complaints of financial transactions in the MPO registration of private teachers.
“If necessary, recruitment and MPO registration will be done together through the Non-Government Teachers Registration and Certification Authority (NTRCA),” he said.
Speaking during an exchange of views with the Education Reporters Association, Bangladesh (ERAB) at the planning ministry on Wednesday, he emphasised the government’s commitment to streamlining the process and ensuring transparency.
The adviser dismissed the possibility of forming an education reform commission at this stage, citing the sector’s current disarray. “First, the chaos in the education sector must be addressed and corruption eradicated to establish good governance,” he said.
He proposed the formation of an ‘Education Sector Advisory Council’ comprising eminent educationists once stability is restored.
He revealed plans to hold universities accountable for their admission processes, particularly those outside the cluster system. The University Grants Commission (UGC) has been tasked with reviewing financial records to assess the costs and earnings of universities in and out of the cluster.

The adviser reiterated his commitment to curbing corruption in education administration. “Corruption in education administration cannot be resolved overnight. We will issue warnings first and if evidence is found, strict actions will be taken to set an example,” he said.
The adviser pointed to historical policy errors, including the conversion of reputable colleges into university colleges in 1972, as contributing to the decline in education standards. He criticised the proliferation of National University-affiliated colleges, which he argued have exacerbated unemployment among graduates.
“In developed countries, 70 percent of students pursue technical education. Here, the focus on honours and master’s degrees is producing unemployed graduates,” he said, urging a shift towards technical and vocational training.

Highlighting the plight of Ebtedayi Madrasa teachers, he described their salaries as unfair compared to those in nationalised primary schools. “The salary for Ebtedayi Madrasa teachers is only Tk 1,500, while head teachers earn Tk 3,000. Their grievances are valid, but instead of resorting to hunger strikes, we need time to prioritise and address their concerns effectively,” he added.

471 teachers recommended for recruitment in govt-aided pvt schools
The Non-Government Teachers' Registration and Certification Authority (NTRCA) has recommended the appointment of 471 teachers in government-aided private schools across Bangladesh.
According to an NTRCA notification issued Monday night, as many as 591 candidates were initially selected under the Secondary Education Sector Investment Programme (CESIP).
Of them, 471 candidates have submitted their verification roll (V-Roll) form for police verification. And these candidates have been recommended for recruitment.

If the remaining 120 candidates submit the VR form by May 12, their names will also be recommended for appointment. Otherwise, their primary selection will be cancelled, as per the notification signed by NTRCA chairman Enamul Quader Khan.
The managing committee will appoint the candidates who have been recommended for appointment.

Teacher Recruitment Circular: Know the application process
The Non Government Teacher Registration and Certification Authority (NTRCA) has published a special public circular-2022 for the recruitment of teachers in private educational institutions of the country. The public job circular of teacher recruitment recommendation was published on the NTRCA website on Sunday night.

According to the public circular, the application started from 10 am on February 6 to get the recommendation for the recruitment of 15,173 teachers of entry level in private school-college, madrasa, technical and business management educational institution. Application deadline is February 22.

Number of posts and application fee
Out of 15 thousand 163 posts, 12 thousand 807 MPO registered vacancies. There are 2,356 non-MPO posts. The notification said that the candidates, who will apply within the stipulated time, will be able to submit the application fee by 12 noon on 25th February. Application fee is TK.100.
Fees must be submitted within 72 hours of application. The last date for submission of fees is 25th February. Applicants must be at least 35 years of age or younger by January 1, 2020.
Interested candidates can apply through http://ngi.teletalk.com.bd or www.ntrca.gov.bd website.
You need to fill out the form online and submit it. After submitting the form, the candidates will be informed about the next instructions including sending money by sending SMS on their mobile phones.
It may be mentioned that out of 54,304 vacancies, 12,807 posts are in MPO registered institutions and 2,356 posts are in non-MPO registered institutions.

SC dismisses HC order related to hiring of 2,500 teachers
The Supreme Court on Monday said the Non-government Teachers' Registration and Certification Authority (NTRCA) does not have to recommend the hiring of 2,500 petitioners as teachers in private educational institutions.
A six-member bench of the Appellate Division led by Chief Justice Syed Mahmud Hossain struck down a High Court order to the NTRC to recommend recruitment of the teachers. At the same time the bench rejected the contempt of court rule against NTRCA.

Senior Advocate Barrister Fida Kamal and Advocate Mohammad Kamruzzaman stood for NTRCA while Advocate Khurshid Alam represented the petitioners.
On May 31, the High Court asked the NTRCA to recommend appointment of 2500 writ petitioners in MPO-listed private educational institutions by four weeks.
On June 13, the NTRCA authorities filed a petition with the Supreme Court seeking a stay order against the HC order.
On June 22, the Chamber Judge of the Appellate Division sent the petition to the full bench of the Appellate Division.

In 2017, the High Court had directed the government to prepare a merit list of the candidates who have passed the registration test for appointment as teachers to private schools and colleges, after hearing petitions over it.
In 2019, the petitioners filed contempt of court petitions as the authorities concerned have not complied with the directives.
Later, the HC issued contempt of court rule against NTRCA.
On March 30 this year, the NTRCA issued a circular appointing around 54,000 teachers to private schools
On May 6, the HC stayed the process for appointing around 54,000 teachers to private schools, colleges and madrasas across the country and also ordered NTRCA to recommend in seven days to the authorities concerned of the private educational institutions to appoint the qualified candidates.
