None will be spared if found breeding ground for mosquitoes: DNCC Mayor
No person or organisations will be exempted if a breeding ground for mosquitoes is found under them and legal action will be taken, said Dhaka North City Corporation (DNCC) Mayor Md Atiqul Islam on Monday.
“Legal action will be taken against those who are found responsible for breeding ground of mosquitoes, no person or organisations will be spared. Cases will be filed on a regular basis no matter whether it is government or private organisations,” he said.
DNCC mayor came up with the warning while speaking at a view-exchange meeting over the preventing outbreak of culex mosquitoes, held at the Nagar Bhaban auditorium in city’s Gulshan area.
“The owners have been given seven days and all owners of the organisations should clean their places and water bodies. We’ll visit different places after seven days and the magistrates of DNCC will conduct the drive,” he said.

“I have visited the Airport area in person where I have seen that mosquitoes are being cultivated in the adjacent canal and water bodies, which is under the ownership of Civil Aviation, Rajdhani Unnayan Kartripakkha (Rajuk) and Housing and Public Works Ministry. There are huge amount of hyacinth in the water bodies there,” said Atiqul.
He also urged all to clean the canals and water bodies and stop dropping waste in the empty place between two adjacent buildings.
Referring to the pollution of canals and water bodies of the city, Atiqul said the canals and water bodies of the city are polluting through the sewage connection of many houses and buildings through surface drain.

“We have said it several times that sewage management should be done in every building. Survey work has already been completed by our waste division in Gulshan, Banani, Niketan and Baridhara areas. The operation will be conducted in these areas on January 4. Strict action will be taken if sewage is connected to the surface drain,” he said.

HC wants to know steps taken to control mosquitoes at airport
The High Court on Sunday asked Dhaka North City Corporation (DNCC) and Civil Aviation Authority Bangladesh (CAAB) to inform it of steps taken to control mosquitoes at Hazrat Shahjalal International Airport in Dhaka.
DNCC and CAAB have been asked to submit a report within February 15 in this regard. The court also asked CAAB and Directorate General of Health Services (DGHS) to submit another report after conducting a survey on the density of mosquitoes and larvae at the airport area.
A bench of Justice JBM Hassan and Justice Razik Al Jalil passed the order during a hearing after viewing a report on the mosquito control campaign and the latest mosquito survey report at the airport area.

Advocate Tanvir Ahmed appeared for the petitioners during the hearing while advocate Saifur Rashed represented CAAB and Deputy Attorney General Tushar Kanti Roy appeared for the state.
“The bench was irked seeing the latest report and said people are dying suffering from Dengue fever but mosquitoes are not being controlled at the airport even after spending the allotted budget,” said Advocate Tanvir Ahmed.
On February 20, this year, the court directed CAAB to take immediate steps to control mosquitoes at Hazrat Shahjalal International Airport after advocate Tanvir submitted a supplementary petition attaching a report published in this regard on a national daily newspaper.
The Central Disease Control Branch of the Health Department has a program to measure the density of mosquitoes and mosquito larvae under which a survey is supposed to be conducted every two months.
On April 3, this year, the High Court ordered to determine the density of mosquitoes and larvae inside and outside the airport as the Health Department has a programme under which such a survey was supposed to be conducted after every two months. But it was not conducted after June 2019.

On February 26, 2019, the lawyer sent a legal notice to the authority after spotting some local and foreign passengers being menaced by mosquitos during his visit to the airport at night.
He asked the authority to take steps in this regard within three days of receiving the notice as it will degrade the country's reputation.
On March 3, that year he filed a writ petition to the High Court in this regard after receiving no reply to the notice.
On March 12, 2019, the High Court issued a rule questioning the negligence of the authority in killing mosquitoes at the Shahjalal International Airport.
Secretary of the Ministry of Civil Aviation and Tourism, CAAB Chairman, Dhaka North City Corporation Mayor and commissioner of the ward adjacent to the airport were made respondents to the rule.

DNCC holds street march to aware people against mosquitoes
The Dhaka North City Corporation (DNCC) will try its best to eradicate mosquitoes as dengue could be more serious this time compared to last year, said its mayor on Wednesday.
"Dengue can be more serious this time compared to last year. We will do what needs to be done taking along my councilors and everyone in the city corporation. We will conduct campaign from ward to ward, " DNCC Mayor Atiqul Islam said responding to a question while participating in an Anti-Aedes and Anti-Dengue Citizen Awareness street rally in the city's Uttara.
Addressing the rally, the mayor announced a 10-day mosquito eradication drive under the DNCC area.
He warned that to legal action will be taken If Aedes larvae are found in any place.
The mayor said action would be taken against anyone responsible in mosquito breeding, adding that if Aedes larvae are found in any establishment of government, private or semi-government, action will be taken against them. They will be fined, he added.

The DNCC has already launched a campaign in the vulnerable wards to eradicate Aedes mosquito, a carrier of dengue. The 10-day mosquito (dengue and Aedes) eradication drives would run from May 17 to 26, the mayor said.

HC directs immediate steps to control mosquitoes at Shahjalal Intl Airport
The High Court on Sunday directed the authorities concerned to take immediate steps to control mosquitoes at Hazrat Shahjalal International Airport in Dhaka.
