Car importers still unable to open LCs from banks
Despite fulfilling the criteria of 100 percent margin, importers cannot open letters of credit (LCs) from the banks for importing cars, pushing this business to dire straits.
Businessmen said this during the second meeting of the Federation of Bangladesh Chambers of Commerce and Industries (FBCCI) standing committee on automobile in Dhaka Thursday.
In Bangladesh, cars have long been considered luxury items, and the government has imposed a 100 percent LC margin on importing cars to deal with the dollar crisis. However, in the context of the country's current economic growth, cars have appeared as a necessary item, they said.
"There is no alternative to trucks and pickups for goods transport on the road. These vehicles kept the supply chain running during the height of the Covid-19 pandemic," the businessmen said.
They urged the government to keep cars out of the luxury list and called for incentives for hybrid cars like in other countries.

In contrast to the global trend, in Bangladesh, the Bangladesh Road Transport Authority BRTA does not register electric vehicles. So, businessmen urged the government to introduce registration policies for electric vehicles.
FBCCI Vice-President and Director in-charge of the committee Md Habib Ullah Dawn said: "During this global crisis, we agreed with a 100 percent LC margin decision, but the banks do not want to open LCs and discourage us through continuously seeking different documents."
Also, the businessmen demanded amending the rule of mandatory driving licence while purchasing a motorcycle, harassment-free issuance of driving licence, specific HS code for an electric vehicle, registration for three-wheelers and sector-friendly policy support.

The 20th Annual General Meeting (AGM) of motorcycle manufacturer and exporter Runner Automobiles, a listed engineering company, has approved a 10 per cent cash dividend.
At the meeting, held recently on a virtual platform, the shareholders approved the dividend and other agendas.

Runner Motors recently inaugurated a display centre in Tejgaon with all of its products.
This is the largest display centre of Runner Motors in Bangladesh. The centre was inaugurated in the presence of Runner Group Vice-Chairman Md Mozammel Hossain, Managing Director and CEO Reazul Haque Chowdhury and other senior officials.

Cabinet okays policy to develop local automobile industry
The Cabinet on Monday approved the draft of a policy to develop automobile industry in the country considering the growing demand.
The Automobile Industry Development Policy 2021 was okayed at the weekly Cabinet meeting held at the Cabinet Room of the Jatiya Sangsad with Prime Minister Sheikh Hasina in the chair.
“We need to develop the automobile industry in our own interest amid growing demand…. We’re thinking of the development of the automobile industry to some extent, not remaining dependent only on import,” said Cabinet Secretary Khandker Anwarul Islam during a post-meeting media briefing at the Secretariat.

He said there is a potential for the development of the automobile industry in the country.
The main objective of the policy is to develop the local industry by ensuring competence in automobile engineering and necessary facilities for production of automobiles and parts, he said.
Khandker Anwarul said another objective of the policy is to enhance scopes for cooperation and joint-investment between local automobile industries and with international automobile brands so that the products of famous brands and models can be produced here at lesser costs.
He said quoted Japanese ambassador in Dhaka as saying that a famous Japanese company has shown interest making their brands in Bangladesh.

Besides, the Cabinet gave the final approval to the draft of the Delimitation of Constituencies Bill, 2021 seeking to formulate an act to replace a military regime-era ordinance in line with the court’s judgment.
“The proposed law has been designed aiming to make an act instead of the existing Delimitation of Constituencies Ordinance 1976,” said the Cabinet Secretary.
No major change was brought to the draft law, he said.
The Cabinet also cleared a proposal for accepting the membership of OIC’s Women Development Organisation (WDO) as well as ratification and signing of the WDO Statute to this end.

Bangla Car and Car industry in Bangladesh
Usually, Maa Enterprise directly imports the DFSK’s Glory i-Auto in Bangladesh. Bangla Cars Ltd is in fact an authorized assembler of DFSK. In fact, the deal between Bangla Cars and DFSK was one and a half years old. The activities didn’t go any further because of the impact of coronavirus.
Still, Bangla Cars Ltd has been making cars with the parts assembled from worldwide reputed companies such as China, India, Japan, and Indonesia. With ISUZU of Japan for the engine, the body parts from China, and the chassis parts from Indonesia, they have been building the cars.
The Haval cars directly originate from China, Toyota originates from Japan whereas Bangla Car is completely Made in Bangladesh. PHP is manufacturing Photon’s car, Progoti is manufacturing Mitsubishi’s car where Bangla Cars Ltd is making the Bangladeshi car.
Unlike Photon or Mitsubishi, they are capable of building the cars of all models.
However, although the selling activities are up, the official journey has not started yet.
They had a schedule for an opening ceremony in the last 26 March. But due to ongoing pandemic situations, they postponed it after Eid. From this June, Bangla Car will start its journey with pickups.
They already have a showroom in 181-182 Tejgaon. They showcase the cars there in 8 different colors. They are Red wine, Electric Blue, Mid-Night Blue, Brown, White, Silver, Red, and Black. Apart from this, they are also ready to feature the on-demand color for the clients’ needs. The new model car of 2021 has already been taken to the showroom.
